The expert will also be responsible for strengthening the capacity of basin council staff and public officials. This role requires a deep understanding of financial sustainability in the context of water resource management and the ability to work collaboratively with various stakeholders to achieve the objectives outlined in the basin plans. The assignment is expected to last for a period of 24 months, during which the expert will provide methodological and consultative support to ensure the successful implementation of the financial strategies.

Required Qualifications:
The ideal candidate for this position should possess a strong background in financial management, economics, or a related field. They should have experience in water resource management and a proven track record of developing financial strategies for sustainable development. Additionally, the candidate should demonstrate excellent analytical skills, the ability to work collaboratively with diverse stakeholders, and strong communication skills to effectively convey complex financial concepts to non-experts.
Educational Background:
A minimum of a Master's degree in finance, economics, environmental science, or a related field is required for this position. Advanced qualifications or certifications in financial management or water resource management will be considered an asset.
Experience:
Candidates should have at least 5 years of relevant professional experience in financial management, particularly in the context of water resource management or sustainable development. Experience working with governmental and non-governmental organizations, as well as familiarity with the UN system and its processes, will be highly advantageous.
Languages:
Fluency in English is mandatory, and knowledge of Russian or Kyrgyz would be considered a strong asset. The ability to communicate effectively in both written and spoken forms is essential for this role.
Additional Notes:
This position is offered as an individual contractor role, with a contract duration of 24 months. The expert will work remotely, allowing for flexibility in location. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
