Job Overview:
The Shelter & Settlement Manager position is a critical role within DRC, reporting directly to the Area Programme Manager. The primary responsibility of this role is to oversee the implementation of Shelter and Settlement emergency and recovery activities in DRC’s Southeast Area office. This includes managing emergency repairs and rehabilitation of social and critical infrastructure, as well as Water, Sanitation, and Hygiene (WASH) activities. The Shelter & Settlement Manager will provide technical guidance and support to the Shelter team, ensuring that all activities are planned and executed effectively. The role also involves coordinating with other departments within DRC and participating in relevant coordination meetings to represent the organization. The Shelter & Settlement Manager will support field activities in the Dnipropetrovska and Zaporizka oblasts, ensuring that DRC's interventions are aligned with the overall strategy and objectives of the organization. This position requires a proactive approach to program management, with a focus on delivering high-quality results and fostering collaboration among various stakeholders.

Duties and Responsibilities:
The Shelter & Settlement Manager will be responsible for a comprehensive set of duties, including but not limited to:

• Programme Management: Overseeing project management and implementation for all shelter activities in the Southeast region, ensuring alignment with DRC’s project cycle management standards.
• Coordination: Planning and monitoring all shelter-related project activities, including emergency repairs, WASH initiatives, and rehabilitation of social and critical infrastructure.
• Liaison: Coordinating with relevant Clusters, DRC partner organizations, and other actors involved in Shelter projects to ensure cohesive and effective interventions.
• Quality Assurance: Ensuring the highest quality of sectoral interventions and maintaining cohesion between ongoing and proposed projects.
• Reporting: Leading the timely delivery of progress reports and formalizing project-related operational tools and training modules as necessary.
• Financial Management: Monitoring budgets, managing finances, and ensuring compliance with DRC and donor requirements.
• Accountability: Providing inputs for donor reports and ensuring that implementing partners’ activities are monitored according to established standards.
• Program Development: Participating in the design and development of project proposals, contributing to integrated project design, budgeting, and activity planning.
• People Management: Providing line management and capacity building for sector teams, overseeing recruitment, performance management, and staff development. 1
• Coordination and Representation: Strengthening internal coordination, fostering positive working relationships with stakeholders, and representing DRC in relevant forums and working groups.

Required Qualifications:
To be considered for the Shelter & Settlement Manager position, candidates must possess the following qualifications:

• A Bachelor's or Master's degree in Civil Engineering, Architecture, or a related field.
• Proven experience in complex emergency and recovery contexts, demonstrating a strong understanding of humanitarian response.
• Excellent reporting skills, with the ability to produce high-quality documentation for various audiences.
• Proficiency in Microsoft Office, particularly Excel and Word.
• Professional proficiency in English, both written and spoken. Additionally, desirable qualifications include experience in coordinating humanitarian interventions with local partner organizations, strong writing and editing skills for external communications, and familiarity with Monitoring, Evaluation, and Learning (MEAL) practices.

Educational Background:
Candidates applying for the Shelter & Settlement Manager role should have a solid educational background, specifically a Bachelor's or Master's degree in Civil Engineering, Architecture, or a closely related field. This educational foundation is essential for understanding the technical aspects of shelter and settlement programs, as well as for effectively managing projects in complex environments.

Experience:
The ideal candidate for this position should have a minimum of 5 years of proven experience in humanitarian response, specifically in Shelter and/or emergency response programs. Additionally, at least 3 years of experience in team management and project management/implementation is required. This level of experience is crucial for effectively overseeing the Shelter team and ensuring the successful execution of projects.

Languages:
For this role, professional proficiency in English is mandatory, as the position requires effective communication with various stakeholders, including donors and government entities. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the local context or the populations served by DRC.

Additional Notes:
The Shelter & Settlement Manager position is offered with a contract length that includes a 3-month probation period, with the possibility of extension based on performance and available funding. The position is classified as Band F – Manager, and the designated duty station is Dnipro. The start date for this role is as soon as possible. Compensation will be in accordance with the Danish Refugee Council’s Terms of Employment for employees on national contracts, with a starting salary of EUR 3,276 gross per month, which may vary depending on the candidate's experience and qualifications.
