Job Overview:
The Consultant Field Expert will play a crucial role in the 'Promoting Sustainable and Socially Inclusive Labour Market Integration' project, which aims to enhance the formal employment of Syrians under Temporary Protection, persons under International Protection, and Turkish citizens. The project also seeks to strengthen social cohesion between migrants and host communities in Türkiye. The consultant will be responsible for conducting field visits and implementing activities in designated provinces, working closely with local stakeholders to assess needs and develop localized solutions. The role requires collaboration with a team of academics and the project coordinator to ensure effective execution of the Local Harmonization Action Plans, which are designed to analyze local migration dynamics and provide actionable recommendations for improving social cohesion.

Duties and Responsibilities:
The consultant's primary responsibilities include preparing field visit programs, conducting assessments of local conditions, facilitating workshops, and drafting Local Harmonization Action Plans. Specific tasks involve:

• Preparing two field visit programs for the designated provinces in coordination with the Provincial Directorate of Migration Management.
• Conducting field visits to assess local conditions and identify needs through consultations with various stakeholder institutions, including government bodies, civil society organizations, and educational institutions.
• Preparing Situation and Needs Assessment Reports based on field findings.
• Facilitating two-day local action plan preparation workshops with relevant stakeholders and documenting outcomes.
• Drafting Local Harmonization Action Plans for each province based on workshop outputs.
• Attending periodic coordination meetings to provide updates on progress and collaborating closely with the project coordinator and local authorities.
• Performing any other duties as assigned by the coordinator, ensuring alignment with project objectives and requirements.

Required Qualifications:
Candidates must possess an academic degree in Migration Studies, Political Science, Social Sciences, International Relations, Public Administration, Law, Sociology, Social Work, Business Administration, or related fields. Current academic engagement in a relevant field is considered an asset. Additionally, candidates should have at least three years of relevant experience in migration studies, social cohesion policies, or related fields, with a strong understanding of local migration dynamics and the functions of governmental and civil society organizations. Experience in preparing action plans or policy documents, as well as prior work with the Presidency of Migration Management or similar institutions, is highly desirable. Candidates should also demonstrate experience in workshop facilitation and field research reporting.

Educational Background:
The educational background required for this position includes an academic degree in relevant fields such as Migration Studies, Political Science, Social Sciences, International Relations, Public Administration, Law, Sociology, Social Work, Business Administration, or other related disciplines. Candidates currently working as academics in these areas will have an advantage. The emphasis is on having a strong theoretical foundation in migration and social cohesion issues, as well as practical knowledge of local governance and community dynamics.

Experience:
The position requires a minimum of three years of relevant experience in migration studies, social cohesion policies, or related fields. Candidates should have in-depth knowledge of migration and social cohesion issues at the local level, as well as familiarity with the functions of governmental institutions and civil society organizations. Prior working experience in at least one of the designated provinces is essential, and candidates with experience in both assigned provinces will be prioritized. Experience in preparing action plans or policy documents, as well as professional experience working with public institutions and academics, is also important.

Languages:
Fluency in English and Turkish is mandatory for this consultancy role. The proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy position is subject to various conditions, including the requirement for consultants to have their own medical insurance for non-occupational accidents and illnesses. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan.
