Job Overview:
The Programme Implementation Facilitator will play a crucial role in supporting the coordination, implementation, monitoring, and reporting of UNDP's project portfolio in Niue. This position is designed for a National Consultant who will work closely with the UNDP Deputy Resident Representative and the Resident Coordinator's Office, as well as various development partners, civil society organizations, and other relevant stakeholders. The facilitator will be responsible for ensuring that UNDP-supported initiatives are effectively coordinated and that synergies are created among different projects. The role involves providing technical inputs, engaging with stakeholders, and facilitating consultations and validations for various projects, including the BIOFIN Project, GEF-8 SCCF Project Preparation Grant, and the Pacific Parliament Effectiveness Initiative. The consultant will also support the UN Resident Coordinator's Office in facilitating UN missions and coordinating communication with government offices.

Duties and Responsibilities:
The duties and responsibilities of the Programme Implementation Facilitator include:
  • Supporting the BIOFIN Project by providing technical inputs, engaging stakeholders, and facilitating consultations and validations for government endorsement of project outputs.
  • Coordinating national stakeholder engagement and on-the-ground support for the GEF-8 SCCF Project Preparation Grant, which focuses on the development of the Niue Infrastructure, Ecosystems, and Communities Integrated Project.
  • Assisting the Niue Legislative Assembly with project planning, implementation, monitoring, reporting, and communications as part of the Pacific Parliament Effectiveness Initiative.
  • Monitoring grants and supporting Steering Committee meetings and UNDP field missions under the GEF Small Grants Programme.
  • Facilitating UN missions, protocol, CIPS reviews, workshops, launches, and Joint Steering Committee meetings in collaboration with the UN Resident Coordinator's Office.
  • Coordinating communication with the Office of the Secretary to Government and the Office of Foreign Affairs, including advance notifications of UNDP and UN missions.
  • Submitting monthly written reports covering activities undertaken, planned activities, upcoming missions, and issues requiring government attention and support.

Required Qualifications:
The ideal candidate for the Programme Implementation Facilitator position should possess the following qualifications:
  • Proven experience in project management and implementation, particularly in the context of international development.
  • Strong understanding of the development landscape in Niue and the Pacific region, including familiarity with local stakeholders and government processes.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders, including government officials, civil society, and development partners.
  • Demonstrated ability to work independently and as part of a team, with strong organizational and time management skills.
  • Proficiency in using project management tools and software, as well as standard office applications.

Educational Background:
Candidates should have a minimum of a bachelor's degree in a relevant field such as international development, public administration, environmental science, or a related discipline. A master's degree in a relevant area would be an advantage, as it demonstrates a higher level of expertise and understanding of complex development issues.

Experience:
The position requires a minimum of 3-5 years of relevant professional experience in project management, implementation, or coordination within the context of international development. Experience working with UN agencies or similar organizations is highly desirable, as is familiarity with the specific challenges and opportunities present in Niue and the broader Pacific region.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within UNDP and with international stakeholders. Knowledge of local languages or dialects spoken in Niue would be considered an asset, as it would facilitate better engagement with local communities and stakeholders.

  • The duty station for this position is Alofi, Niue. The consultant is expected to provide their own laptop, internet connection, telephone, and other necessary working facilities to effectively carry out their responsibilities. This role is classified as an individual contractor position, and the consultant will be compensated according to UNDP's established rates for individual contractors.
