Job Overview:
The position of Capacity-Building & Change Management Health Workforce Specialist is crucial for supporting the implementation of the Strategy for Artificial Intelligence in Healthcare for India (SAHI). This role involves providing dedicated technical support to Pillar III of the SAHI Secretariat, which focuses on health workforce capacity, AI literacy, institutional capacity, and change management for the adoption of AI in health service delivery. The specialist will be responsible for drafting, validating, and monitoring the implementation roadmap for Pillar III, ensuring that AI literacy is integrated into health worker training and institutional frameworks. The role requires collaboration with various stakeholders, including government health departments, training institutions, and professional bodies, to facilitate the effective integration of AI into health systems. The specialist will also contribute to the development of frameworks and competency maps for capacity-building programs, addressing barriers to AI adoption, and documenting experiences for regional learning.

Duties and Responsibilities:
The duties and responsibilities of the Capacity-Building & Change Management Health Workforce Specialist include:
  • Supporting the drafting, refinement, and finalization of the Pillar III implementation roadmap actions related to workforce capacity, AI literacy, institutional capacity, and change management.
  • Designing frameworks, competency maps, and learning content for AI literacy and capacity-building programs for various health professionals.
  • Coordinating with medical, nursing, and public health training institutions, as well as regulatory councils, to integrate AI literacy into curricula.
  • Conducting institutional capacity assessments and developing change management strategies for AI tool adoption.
  • Identifying and addressing barriers to AI adoption at various levels of the health system.
  • Preparing technical notes, decision briefs, and background papers for the Pillar III Working Group and related committees.
  • Contributing to the design of implementation-learning pilots and tracking progress against roadmap milestones.
  • Supporting regional validation consultations and documenting feedback.
  • Reporting on progress and risks to the Secretariat Manager. 1
  • Documenting India's health workforce and change management experiences for knowledge exchange.

Required Qualifications:
The required qualifications for this position include a strong background in health systems, digital health, or a related field. Candidates should possess excellent analytical and communication skills, with the ability to work collaboratively with diverse stakeholders. A deep understanding of AI applications in health and experience in capacity-building initiatives are essential. Additionally, candidates should demonstrate adaptability, creativity, and professionalism in their work, along with a commitment to respecting diversity and promoting inclusivity in health systems.

Educational Background:
Candidates for this position should have a relevant educational background, typically a master's degree in public health, health systems, digital health, or a related field. Advanced degrees or certifications in health management, AI applications in health, or change management would be advantageous. Continuous professional development in areas related to health workforce capacity and digital health is also encouraged.

Experience:
The position requires candidates to have a minimum of 3-5 years of relevant experience in health systems development, digital health, or capacity-building roles. Experience working with governmental health agencies, international organizations, or NGOs in similar capacities is highly desirable. Familiarity with AI applications in health and experience in change management processes will be considered an asset.

Languages:
Fluency in English is mandatory for this position, as all documentation and communication will be conducted in English. Knowledge of additional languages, particularly Hindi or other regional languages, would be considered a valuable asset, enhancing communication with local stakeholders and communities.

Additional Notes:
This is a national UN Volunteer assignment based in New Delhi, India. The contract duration is subject to availability of funding and satisfactory performance, with no expectation of renewal. The UN Volunteer will be responsible for arranging their own housing and living essentials. A monthly Volunteer Living Allowance (VLA) of INR 98,221.75 will be provided, along with an entry lump sum payment and relocation costs if applicable. Comprehensive health, life, and disability insurance are included, as well as annual leave and access to learning resources. The UN Volunteer will be expected to travel within India for validation consultations, with travel expenses covered by WHO-SEARO.
