Job Overview: The CST HR & Payroll transformation (level 1) position at WFP is a critical role within the Human Resources Technology and Analytics Branch (HRMOI). This role is part of the One Payroll Programme, a strategic initiative aimed at modernizing and harmonizing payroll operations across the organization. The incumbent will provide operational payroll support while contributing to the successful implementation of the One Payroll Programme. This includes maintaining business continuity, supporting system readiness, facilitating business process harmonization, and ensuring the successful delivery of payroll transformation activities across WFP. The position requires a proactive approach to problem-solving and collaboration with various stakeholders to ensure effective business support and operational efficiency during the transformation period.
Duties and Responsibilities: The incumbent will be responsible for a variety of tasks, including but not limited to:
Supporting the implementation of the One Payroll Programme by conducting business analysis, gathering requirements, and designing processes related to core HR and payroll operations.
Documenting and validating business requirements to ensure alignment with HR policies and operational needs.
Designing and harmonizing end-to-end HR and payroll processes, and developing system solutions that enhance operational efficiency and compliance.
Preparing and executing system, integration, and user acceptance testing (UAT), validating business scenarios, and documenting outcomes to ensure solutions meet functional requirements.
Assisting in payroll parallel runs and reconciliation activities to ensure accuracy during implementation phases.
Providing functional support for HR and payroll-related processes and systems, acting as a focal point for HR users worldwide, and resolving inquiries and issues.
Supporting change management activities, including stakeholder engagement, user communications, and training initiatives to facilitate the adoption of new processes and systems.
Monitoring and improving the accuracy of HR and payroll data, promoting adherence to data quality standards, and resolving discrepancies affecting operations.
Required Qualifications: Candidates must possess advanced university degrees in Human Resources, Economics, Engineering, Computer Science, Business Administration, Mathematics, or Finance. Alternatively, a first-level university degree with additional relevant work experience is acceptable. Candidates should have three to five years of post-graduate professional experience in Human Resources, particularly in international humanitarian development. Experience in data analysis, business analysis, and system deployment is highly valued. Knowledge of corporate information systems, particularly Workday and SAP HR modules, is an asset. Strong analytical skills, attention to detail, and the ability to produce high-quality written materials are essential for this role.
Educational Background: The educational background required for this position includes advanced university degrees in relevant fields such as Human Resources, Economics, Engineering, Computer Science, Business Administration, Mathematics, or Finance. A first-level university degree combined with additional relevant work experience is also acceptable. The emphasis is on candidates who have a strong academic foundation that supports their ability to perform in a complex and dynamic work environment.
Experience: The position requires candidates to have three to five years of post-graduate professional experience in Human Resources, with a focus on international humanitarian development. This experience should include conducting data analysis, business analysis, and involvement in testing and system deployment processes. Candidates with a background in payroll operations or transformation initiatives will be particularly well-suited for this role, as they will need to navigate the complexities of payroll systems and processes during the transformation period.
Languages: Fluency in oral and written English is mandatory for this position. Additionally, an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset. Proficiency in multiple languages will enhance communication and collaboration within the diverse and multicultural environment of WFP.
Additional Notes: The contract for this position is a CST (Consultant) contract, with a duration through 31 December 2026, subject to organizational needs and funding availability. The role can be based in Rome, Italy, or performed remotely.
