Job Overview:
The Health AI Governance and Regulatory Specialist position is a UN Volunteer role within the WHO-SEARO, focusing on providing dedicated technical support to the SAHI Secretariat. This role is pivotal in ensuring the governance and regulation of health AI, emphasizing trust through a risk-based approach throughout the AI lifecycle. The specialist will be involved in drafting, validating, and monitoring the implementation roadmap for Pillar I of the SAHI initiative, which encompasses governance, regulation, and trust in AI applications in healthcare. The position requires collaboration with various stakeholders, including government bodies and health organizations, to adapt global normative instruments to the Indian context and develop risk-classification guidance for health AI tools. The specialist will also contribute to the planning and documentation of regional consultations and track progress against roadmap milestones, ensuring that the implementation aligns with WHO's ethical standards and governance frameworks.

Required Qualifications:
Candidates for the Health AI Governance and Regulatory Specialist position should possess a strong background in health systems, digital health, or artificial intelligence. They should demonstrate a solid understanding of governance and regulatory frameworks related to health technologies. Additionally, candidates should have excellent analytical skills, the ability to adapt global guidelines to local contexts, and experience in stakeholder engagement and coordination. Strong communication skills, both written and verbal, are essential for preparing technical documents and facilitating discussions among diverse groups. Candidates should also exhibit a commitment to ethical practices in health AI and a passion for improving health systems through innovative solutions.
Educational Background:
A relevant educational background is required for this position, typically including a master's degree in public health, health policy, health informatics, or a related field. Advanced degrees or certifications in digital health, artificial intelligence, or regulatory affairs would be advantageous. Candidates should have a strong academic foundation that supports their understanding of health systems and the integration of technology in healthcare.
Experience:
The position requires candidates to have a minimum of 3-5 years of professional experience in health systems development, digital health, or related fields. Experience working with governmental or international health organizations, particularly in the context of AI governance and regulation, is highly desirable. Candidates should have a proven track record of managing projects, engaging with stakeholders, and contributing to policy development in health-related areas.
Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within WHO and for documentation purposes. Proficiency in Hindi or other regional languages would be considered an asset, as it may facilitate better engagement with local stakeholders and communities.
Additional Notes:
This is a national UN Volunteer assignment based in New Delhi, India, with a contract duration that may be extended based on funding availability and performance. The UN Volunteer will be responsible for arranging their own housing and living essentials. The position offers a monthly Voluntary Living Allowance (VLA) of INR 98,221.75, along with a one-time entry lump sum payment and relocation costs if applicable. Comprehensive health, life, and disability insurance are provided, along with annual leave and access to learning resources. The role involves day-to-day direction from the SAHI Secretariat Manager and technical supervision from WHO-SEARO, with expected travel within India for consultations.

The Health AI Governance and Regulatory Specialist will undertake a variety of tasks, including:
- Supporting the drafting, refinement, and finalization of the Pillar I implementation roadmap actions, focusing on risk classification, regulatory pathways, accountability, and liability allocation for AI in healthcare.
- Analyzing and adapting global normative instruments, such as WHO guidance on AI ethics and governance, to fit the Indian regulatory and health-system context.
- Developing risk-classification guidance for health AI tools, outlining regulatory and operational obligations at each risk tier.
- Coordinating technical inputs among various health and regulatory bodies, including the Central Drugs Standard Control Organisation (CDSCO) and the Indian Council of Medical Research (ICMR).
- Preparing technical notes, decision briefs, and background papers for the Pillar I Working Group and related committees.
- Contributing to cross-cutting technical products, including the State SAHI Readiness Implementation Index.
- Supporting the planning and documentation of regional validation consultations for the Pillar I roadmap.
- Tracking and reporting progress against agreed roadmap milestones and identifying risks and dependencies.
- Linking SAHI Pillar I work to regional and global normative processes on AI governance for health. 1
- Performing any other related duties as required by the Secretariat Manager and WHO-SEARO supervisor.
