Job Overview:
The National Data Monitoring and Reporting Consultant will play a crucial role in supporting UN Women’s initiatives aimed at enhancing women's economic empowerment in the Mekong subregion. This position involves conducting a diagnostic assessment of data ecosystems related to business statistics in Thailand, focusing on integrating gender, disability, and intersectionality into the data collection and reporting processes. The consultant will work closely with national stakeholders and UN Women to identify challenges and opportunities in the current data governance frameworks, assess the interoperability of data systems, and provide actionable recommendations for improving the collection and use of sex-disaggregated data. The consultant will also contribute to workshops and validation sessions, ensuring that the findings and recommendations are effectively communicated and implemented. This role requires a strong understanding of statistical systems, business registration processes, and the broader context of women's economic empowerment.
Duties and Responsibilities:
The consultant's responsibilities will include: conducting a desk review of national documentation related to business statistics and registration processes; mapping the current business registration workflow; assessing the capture of sex-disaggregated and disability-related data in registration systems; evaluating the interoperability and coordination across various data systems; contributing to stakeholder interviews with key national stakeholders; producing a structured overview of the business registry data model; facilitating validation workshops to discuss findings; identifying gaps and practical options for strengthening data governance; drafting an action plan with prioritized recommendations; monitoring and documenting results from the implementation of the WRT programme; and leading the establishment of an entrepreneurship and buyer database for UN Women Thailand. The consultant will also be responsible for ensuring that all deliverables integrate gender equality, disability, and social inclusion (GEDSI) considerations throughout the process.
Required Qualifications:
Candidates must possess an advanced university degree in Economics, Statistics, Finance, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The consultant should have at least two years of progressively responsible professional experience in statistics, data analysis, monitoring and evaluation, or related fields. Experience working with national statistical systems and generating evidence for policy development is advantageous. Familiarity with business statistics, administrative data, and the context of women's economic empowerment in Thailand is desirable. A strong understanding of international frameworks related to gender equality and disability rights is also preferred.
Educational Background:
An advanced university degree in Economics, Statistics, Finance, or a related field is required for this position. Candidates with a first-level university degree may be considered if they have two additional years of relevant experience. This educational background is essential for understanding the complexities of data analysis and the statistical methodologies necessary for the role.
Experience:
The position requires at least two years of progressively responsible professional experience at the national or international level in statistics, data analysis, monitoring and evaluation, or related fields. Experience in working with national statistical systems and generating evidence to inform policy development and program implementation is an advantage. Languages:
Fluency in English and Thai is required for this position. Candidates should possess excellent communication and writing skills in both languages. Knowledge of any other UN official language is considered an asset, as it may enhance the consultant's ability to engage with diverse stakeholders and contribute to UN Women’s global initiatives. Samples of previous work demonstrating proficiency in these languages will be required during the application process.
Additional Notes:
This consultancy is home-based, with the possibility of travel to Lao PDR as required. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims and objectives of the United Nations. The position may involve full-time or part-time commitments, depending on the project requirements and the consultant's availability. Compensation and benefits will be aligned with UN Women’s standards and policies.
