Job Overview:
The UNV Expert - Program Technician will play a crucial role in implementing UNICEF's multisectoral programs in the municipalities of El Callao and Sifontes, which are significantly impacted by mining activities and socio-economic challenges. The position involves continuous monitoring of the local context, assessing the impact of socio-political and economic factors on child-focused interventions, and ensuring that UNICEF's programs are effectively addressing the needs of children and families in these areas. The technician will facilitate local coordination with authorities and community organizations, support the implementation of health, nutrition, education, child protection, and WASH programs, and strengthen field monitoring to ensure culturally appropriate and timely services are delivered. This role is vital in promoting the rights of children and women in regions facing severe challenges due to mining and internal migration.

Duties and Responsibilities:

• Monitor the local context and its impact on UNICEF's cooperation program, including risk analysis and trends affecting vulnerable populations.
• Evaluate socio-political and economic factors influencing child-focused interventions and identify implications for ongoing programs.
• Coordinate with the field office to apply priority indicators for a consistent and transparent monitoring system of children's situations in the coverage area.
• Ensure timely collection, verification, and communication of relevant data related to children to support evidence-based decision-making.
• Support the monitoring of program implementation across the assigned geographical area, ensuring compliance with agreements with implementing partners.
• Assist in tracking results-oriented programs and contribute to monitoring progress, obstacles, and program quality.
• Provide viable recommendations for program execution, alternative approaches, and optimal resource use to promote children's and women's rights.
• Share necessary corrective measures with field office management to improve monitoring quality.
• Collaborate with the field office and evaluation team to enhance program effectiveness through systematic data collection, analysis, and accurate reporting. 1
• Represent UNICEF in relevant coordination forums, ensuring timely information flow to the field office and, when appropriate, to the country office. 1
• Advocate for UNICEF's priorities and promote program objectives within the coverage area, supporting coordination among local partners and stakeholders.

Required Qualifications:
The ideal candidate should possess strong analytical skills, excellent communication abilities, and a commitment to UNICEF's mission. They should demonstrate professionalism, integrity, and respect for diversity. The candidate must be adaptable, organized, and committed to continuous learning. Experience in humanitarian or development contexts, particularly in child protection, health, or education, is highly desirable. Familiarity with the local socio-political landscape and the challenges faced by vulnerable populations in mining areas will be an asset.

Educational Background:
A bachelor's degree in social sciences, public health, education, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's qualifications for the role.

Experience:
Candidates should have at least 2-3 years of relevant experience in program monitoring and evaluation, preferably in humanitarian or development settings. Experience working with children and vulnerable populations, particularly in challenging environments, is essential. Familiarity with UNICEF's programs and policies will be advantageous.

Languages:
Fluency in Spanish is mandatory, as it is the primary language of communication in the region. Proficiency in English is desirable and will be considered an asset, especially for reporting and coordination with international partners. Knowledge of indigenous languages spoken in the region may also be beneficial.

Additional Notes:
This position is a national assignment under the United Nations Volunteers program, and the volunteer will be responsible for securing their own accommodation and covering basic living needs. The monthly living allowance is USD 1819, and the volunteer will receive medical, dental, and life insurance coverage. Annual leave is accrued at a rate of 2.5 days per month. The role is full-time and requires a commitment to working in challenging environments, particularly in areas affected by mining activities.
