Job Overview:
The Finance and coordinator" style="border-bottom: 1px dotted #007bff !important;">Administrative Coordinator will play a crucial role in supporting the Project Management Unit (PMU) and the UNDP Project Team by ensuring effective financial management, administrative coordination, and reporting of all project activities in accordance with UNDP rules and procedures. This position is vital for the successful implementation of operational, administrative, and financial commitments under the project. The Coordinator will facilitate coordination with various stakeholders, including the Ministry of Electronics and Information Technology (MeitY) and other partners, while also monitoring project expenditures and supporting reporting against project indicators to ensure timely and compliant implementation. The role requires a proactive approach to problem-solving and the ability to adapt to changing circumstances while maintaining a focus on achieving project goals.

Required Qualifications:
The position requires a minimum of 7 years of relevant work experience with secondary education or 4 years with a bachelor's degree in finance, administration, procurement, or operations management related to program support and implementation. Candidates should have experience in finance, administration, accounting, or operational support, including the application of financial rules, regulations, accounting procedures, and audit requirements. Additionally, experience providing logistical, administrative, and travel management support for project or program implementation is essential. Desired skills include demonstrated experience in financial planning, budget monitoring, expenditure tracking, and ensuring compliance with project budgets and financial procedures. Candidates should also have experience in procurement and contract management processes, including preparation and administration of RFPs, RFQs, and purchase orders.
Educational Background:
A secondary education is required for this position. However, a university degree in Finance, Accounting, Business Administration, Economics, or a related field will be given due consideration, although it is not mandatory.
Experience:
Candidates must possess a minimum of 7 years of relevant work experience if they have secondary education or 4 years if they hold a bachelor's degree. This experience should be in finance, administration, procurement, and operations management related to program support and implementation. The role requires a strong background in financial and administrative management, including contract administration and vendor management.
Languages:
Fluency in English and Hindi is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

- Financial Management and Budget Support: - Assist the Project Manager and PMU in implementing project activities, utilizing UNDP ERP systems for budget inputs, expenditure tracking, and timely payment processing. - Monitor project expenditures to ensure alignment with approved Annual Work Plans and budgets. - Maintain financial records and prepare financial reports. - Identify operational and financial challenges and communicate them to the Project Manager.
- Procurement and Contract Management Support: - Implement the project’s procurement plan in accordance with Annual Work Plans. - Facilitate procurement processes, including preparing and advertising RFPs/RFQs, and support evaluation, contracting, and vendor onboarding per UNDP corporate procedures. - Ensure appropriate use of different contractual modalities and manage contracts effectively. - Track deliverables and payment milestones for vendors and consultants to ensure timely disbursement.
- Administrative Coordination and Operations Support: - Coordinate with UNDP operations units (Finance, Procurement, HR, Administration, and security" style="border-bottom: 1px dotted #007bff !important;">Security) to ensure smooth implementation and compliance with UNDP policies and procedures. - Provide logistical and administrative support for organizing workshops, meetings, consultations, and training programs. - Facilitate travel arrangements and related administrative processes for PMU and project staff.
- Monitoring, Reporting, and Audit Support: - Track project progress, including financial reporting and deliverables. - Monitor project implementation against results framework indicators. - Support project audits, reviews, and quality assurance processes as per UNDP and donor requirements. - Engage in knowledge building, sharing, and capacity building relevant to the project. - Participate in training and organize briefings on internal procedures for project personnel. - Support the dissemination and sharing of relevant data and lessons learned within the project.
