Job Overview:
The Procurement and logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer will be responsible for coordinating and monitoring procurement, logistics, and related supply chain activities in the Chuuk Sub Office. This role is guided by Supply Chain Management (SCM) objectives to ensure the delivery of quality goods and services to beneficiaries at optimal cost and in a timely manner. The officer will work under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Resources Management, collaborating with the Procurement and Logistics Officer in the Country Office and the Supply Chain Division at Headquarters. The position requires planning, coordinating, and monitoring the procurement and logistical needs of the Chuuk Sub Office, ensuring that all procurement actions align with organizational policies and procedures. The officer will also analyze procurement requests, evaluate vendor performance, and ensure compliance with contractual obligations, contributing to the overall implementation of supply chain activities in the region.
Duties and Responsibilities:
The duties and responsibilities of the Procurement and Logistics Officer include: coordinating and monitoring procurement and logistics activities; analyzing procurement requests and identifying service providers; evaluating vendor performance; coordinating bidding processes and ensuring compliance with procurement transactions; liaising with Project Managers regarding procurement and logistics needs; monitoring procurement and delivery processes; maintaining a database of vendor and contractor accreditation; coordinating contract management activities; supervising staff involved in procurement and logistics functions; preparing and analyzing reports; and undertaking frequent travel duties to project sites for evaluations and guidance. The officer will also be responsible for ensuring that all expected merchandise is received according to purchase order specifications and that inventory lists are regularly updated.
Required Qualifications:
Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with two years of relevant professional experience, or a University degree in the above fields with four years of relevant professional experience. Certification in Procurement, Logistics, or Supply Chain management is an advantage. Candidates should have extensive knowledge of IOM/UN internal procurement and financial rules, excellent computer literacy, and understanding of logistical challenges in remote locations. Previous experience working in the Pacific region and in procurement for reconstruction projects is also advantageous.
Educational Background:
The educational background required for this position includes a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution. Alternatively, a University degree in the same fields with additional relevant professional experience is acceptable. Accreditation from recognized universities listed in the UNESCO World Higher Education Database is essential for candidates.
Experience:
The position requires experience in managing diverse procurement and logistics operations, including training and supervising teams, managing vendors and suppliers, and operational activities in complex crisis or emergency areas. Experience in community-based programming, particularly in infrastructure works and civil society strengthening, is desirable. Candidates should have previous experience working with non-governmental organizations and/or international organizations, and experience in USG projects/programmes is required. Familiarity with the Pacific region and procurement in reconstruction projects is also beneficial.
Languages:
Fluency in English, both oral and written, is required for this position. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes:
This vacancy is only open to current and former IOM staff members who were separated in the last 12 months due to the structural adjustment process. Internationally recruited professional staff are required to be mobile. The appointment will be subject to all clearances, including medical and security" style="border-bottom: 1px dotted #007bff !important;">security, as well as accreditation and any residency or visa requirements. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
