Job Overview:
The Technical Analyst for Health Governance Initiative (HEART) will provide essential technical support to projects under the HEART Cluster, focusing on project development, implementation, technical assistance, and report development. The role involves coordinating with various units to support complex projects related to communicable and non-communicable diseases, laboratory system strengthening, digital health, and climate health. The Analyst will work under the supervision of the Advisor for Health Governance and will engage with local and national government bodies, UNDP units, and international development partners to advance health programming in Indonesia. The position requires strategic input for design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, policy advice, and technical support to ensure effective project management and achievement of outcomes aligned with UNDP’s Country Programme.
Duties and Responsibilities:
The Technical Analyst will be responsible for providing strategic inputs for the design and implementation of health governance programs/projects, including developing proposals, conducting stakeholder consultations, and analyzing program effectiveness. The Analyst will ensure quality assurance and oversight of project management, applying Results Based Management tools and monitoring evaluation procedures. Responsibilities include supporting the development of annual workplans, overseeing project initiation and closure, and ensuring compliance with gender equality frameworks. The Analyst will also facilitate strategic partnerships for resource mobilization, support knowledge generation and sharing, and conduct training for project staff on UNDP policies and procedures. Additionally, the incumbent will ensure that all activities are inclusive and respect human rights and gender equality principles.
Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Public Health, Health Science, or related fields. Alternatively, a first-level university degree (Bachelor’s degree) in the same fields with two additional years of relevant experience will be considered. The position requires excellent analytical skills, interpersonal and team-building abilities, and experience working with diverse stakeholders. Familiarity with UNDP or UN policies and procedures, as well as experience in health project management, is highly desirable. Candidates should demonstrate the ability to work effectively in multidisciplinary and multicultural teams and have experience in health governance, digital health initiatives, and resource mobilization.
Educational Background:
An advanced university degree (Master’s degree or equivalent) in Public Health, Health Science, or relevant related fields is required. A first-level university degree (Bachelor’s degree) in the above fields with an additional two years of qualifying experience will be considered in lieu of the advanced degree. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to effectively contribute to health governance initiatives and projects.
Experience:
The position requires a minimum of two years of relevant professional experience in health programs for candidates with a Bachelor’s degree. Applicants with a Master’s degree are not required to have professional work experience. Relevant experience includes working with health projects, particularly in areas such as communicable and non-communicable diseases, health technology assessments, and health-climate change intersections. Experience in project planning, monitoring, evaluation, and data collection is also essential, along with familiarity with digital health initiatives and partnerships with government agencies and international organizations.
Languages:
Fluency in English is mandatory, and proficiency in Bahasa Indonesia is highly desirable. Additional language skills may be beneficial, particularly in the context of engaging with diverse stakeholders and communities in Indonesia. The ability to communicate effectively in both written and spoken forms is crucial for the role, as the Analyst will be required to prepare reports, conduct presentations, and engage in discussions with various partners.
