Job Overview:
The National Consultant for the Development of the Seasonal Worker Scheme will play a crucial role in enhancing the awareness and preparedness of prospective seasonal workers in Kazakhstan regarding the UK's Seasonal Worker Scheme (SWS). This position involves developing comprehensive information materials that will serve as a resource for national public service providers and prospective migrant workers. The consultant will be responsible for creating a concise and practical factsheet that covers essential aspects of the SWS, including recruitment pathways, visa procedures, official operators, tax refunds, and workers' rights and responsibilities. The consultant will also engage in capacity building by delivering training to 1414 operators, ensuring that they are well-equipped to assist potential seasonal workers effectively. The role requires a deep understanding of the local labor mobility landscape and current recruitment fraud typologies, as well as familiarity with UK SWS regulations.

The consultant will be tasked with several key responsibilities, including:
Required Qualifications:
Candidates must possess either a Master's degree from an accredited institution in Law, Public Administration, Economics, Migration Studies, Social Sciences, or a related field with five years of relevant professional experience, or a Bachelor's degree in the same fields with seven years of relevant professional experience. Additionally, candidates should have demonstrated experience in legal consulting, migration management, or public service capacity building, as well as experience in developing Standard Operating Procedures (SOPs), referral mechanisms, guidance materials, or operational instructions for government institutions. Familiarity with E-gov and/or the 1414 Contact Centre is highly desirable, along with knowledge of safe migration principles, UK SWS visa requirements, and UK tax refund procedures.
Educational Background:
The educational background required for this position includes a Master's degree or a Bachelor's degree in relevant fields such as Law, Public Administration, Migration Studies, or Social Sciences. The level of education must be from an accredited academic institution, ensuring that candidates have a solid foundation in the necessary theoretical and practical aspects of the role.
Experience:
Candidates should have a significant level of experience, specifically five years of relevant professional experience for those with a Master's degree, or seven years for those with a Bachelor's degree. This experience should include legal consulting, migration management, or public service capacity building, with a proven track record in developing materials and delivering training programs for adult professionals.
Languages:
The mandatory languages for this position are English, Kazakh, and Russian. Proficiency in these languages is essential for effective communication and the development of training materials. Additional language skills may be considered an asset but are not required.
Additional Notes:
The consultancy is expected to last for a total of 20 days, which includes the development of the SWS Factsheet and the delivery of the training workshop. The consultant must possess the legal right to reside and perform remunerated work in Kazakhstan. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses. The appointment is subject to certification of medical fitness, accreditation, and any residency or visa requirements. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment. The organization does not charge any fees during the recruitment process.

- Drafting a dedicated section on the UK Visa application process, detailing the official timeline, required documentation, fee structures, and identifying red flags to avoid visa fraud.
- Creating a practical section on UK Tax Refund procedures, outlining the legal process for claiming overpaid income tax through HMRC, explaining P45/P60 forms, and warning against predatory tax-refund scam agencies.
- Serving as a co-lead trainer for a 1.5-day refresher training workshop for 1414 operators, guiding participants through the training content and supporting their knowledge acquisition.
- Submitting an inception note, SWS Factsheet outline, pre-final and final versions of the SWS Factsheet for review and sign-off.
- Delivering a workshop report that includes pre- and post-training assessment results after the training session.
