Job Overview:
The Shelter and Settlement Officer plays a crucial role in the implementation of shelter activities aimed at improving living conditions for displaced populations. This position involves conducting technical assessments, supporting shelter rehabilitation efforts, and ensuring that all activities adhere to DRC standards and donor requirements. The officer will be responsible for designing and facilitating shelter awareness sessions, managing cash and in-kind assistance modalities, and providing technical support to local partners and communities. The role requires a proactive approach to community engagement and capacity building, ensuring that beneficiaries are equipped with the necessary skills for self-repair and maintenance of their shelters. The officer will also be involved in monitoring and reporting on the progress of shelter activities, ensuring accountability and quality outputs throughout the project lifecycle.
Duties and Responsibilities:
The Shelter and Settlement Officer will conduct technical field assessments for various shelter-related projects, including construction, rehabilitation, and repair. They will support both in-kind and cash-based interventions, facilitating cash-for-repair programs and self-rehabilitation approaches. The officer will lead training sessions on basic carpentry and shelter management in emergencies, ensuring that community members are equipped with essential skills. Responsibilities also include organizing and supervising distributions of shelter kits and WASH supplies, maintaining accurate documentation, and supervising contractors and skilled laborers to ensure timely and quality implementation of projects. The officer will provide technical guidance and on-the-job training to assistants and community volunteers, coordinate with local authorities and humanitarian organizations, and report on the progress of activities to the Shelter and Settlement Manager. Additionally, the officer will represent DRC in community meetings and contribute to the capacity building of partner staff through mentoring and training.
Required Qualifications:
Candidates must possess a Bachelor’s degree or equivalent qualification in Engineering, Social Sciences, Community Development, or a related field. A minimum of 2 years of hands-on experience in shelter, infrastructure, or community-based programming is required, along with experience in cash-based interventions such as cash-for-repair programs. The ideal candidate will have demonstrated experience in supervising construction activities and knowledge of engineering software like AutoCAD, as well as proficiency in Microsoft Office. Strong community engagement skills, negotiation abilities, and flexibility to travel frequently are essential for this role.
Educational Background:
The position requires a Bachelor’s degree or equivalent qualification in relevant fields such as Engineering, Social Sciences, or Community Development. This educational background is crucial for understanding the technical aspects of shelter construction and community engagement necessary for the role.
Experience:
The Shelter and Settlement Officer should have at least 2 years of relevant experience in shelter or infrastructure projects, particularly in humanitarian contexts. Experience in cash-based interventions and supervising construction activities is essential, as is familiarity with local construction practices and the specific context of Rakhine State.
Languages:
Advanced working proficiency in English is mandatory, and fluency in local languages is highly desirable. This linguistic capability is important for effective communication with beneficiaries and local stakeholders.
Additional Notes:
The position is based in Sittwe, Rakhine State, and is a full-time role under a DRC Regular contract, which includes a 3-month probation period. The contract is renewable based on funding and performance. The salary and conditions will align with DRC’s Terms of Employment, and only applicants who can work and be based in Sittwe will be considered.
