Job Overview:
The position of Consultant (e) Chargé(e) de Formuler le Programme Pilier III 'Planète Saine' involves formulating a comprehensive program aimed at promoting health and well-being in Niger. The consultant will be expected to conduct thorough research, engage with stakeholders, and develop strategic plans that align with the goals of the UNDP and the specific needs of the Nigerien population. This role requires a deep understanding of health-related issues, policy formulation, and program development. The consultant will work closely with various partners, including government agencies, NGOs, and community organizations, to ensure that the program is effective and sustainable. The consultant will also be responsible for monitoring and evaluating the program's impact, making necessary adjustments based on feedback and results.

Duties and Responsibilities:
The duties and responsibilities of the Consultant include but are not limited to:
  • Conducting a comprehensive assessment of the current health landscape in Niger, identifying key challenges and opportunities.
  • Engaging with stakeholders to gather insights and perspectives on health needs and priorities.
  • Developing a strategic framework for the 'Planète Saine' program that aligns with national health policies and UNDP objectives.
  • Preparing detailed project proposals, including objectives, activities, timelines, and budgets.
  • Collaborating with UNDP teams and partners to ensure effective implementation of the program.
  • Monitoring and evaluating program outcomes, providing regular reports and recommendations for improvement.
  • Facilitating workshops and training sessions for stakeholders to enhance capacity and promote ownership of the program.
  • Ensuring compliance with UNDP procurement and operational guidelines throughout the project lifecycle.

Required Qualifications:
The required qualifications for this position include:
  • A Master's degree in Public Health, Social Sciences, Development Studies, or a related field.
  • Proven experience in health program development and implementation, particularly in developing countries.
  • Strong analytical and research skills, with the ability to synthesize complex information into actionable strategies.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with UNDP policies and procedures is an asset.

Educational Background:
Candidates must possess a Master's degree or higher in a relevant field such as Public Health, Social Sciences, Development Studies, or a related discipline. Experience:
The position requires a significant level of experience, typically at least 5 years in health program development, policy formulation, or related areas. Languages:
Fluency in French is mandatory, as it is the primary language of communication in Niger. Additional Notes:
This position is a consultancy role under the UNDP, and it is expected to be a full-time engagement for the duration of the project.
