Job Overview:
The Shelter and Settlement Officer is tasked with a critical role in the development and implementation of shelter programs within the Rakhine State of Myanmar. This position involves conducting technical assessments to evaluate the needs for shelter construction, rehabilitation, and repair. The officer will be responsible for designing and overseeing shelter activities, ensuring that they meet the required standards and are delivered effectively through both in-kind and cash assistance modalities. The role also includes the development of training materials and conducting awareness sessions to educate communities about shelter options and best practices. The officer will work closely with various stakeholders, including local authorities, community members, and implementing partners, to ensure that shelter interventions are responsive to the needs of the affected populations and adhere to DRC's standards and donor requirements.
Duties and Responsibilities:
The duties and responsibilities of the Shelter and Settlement Officer include conducting technical field assessments for various shelter-related projects, supporting cash-based interventions, leading training sessions on carpentry and shelter in emergencies, and assisting in the development of engineering drawings and technical specifications. The officer will maintain systematic filing and database management for shelter activities, supervise contractors and skilled laborers, and provide on-the-job training to community volunteers. Additionally, the officer will facilitate the distribution of shelter kits, ensure proper beneficiary verification, and coordinate with Camp Management Committees and Village Administrators to promote community engagement. Reporting on the progress of shelter activities and liaising with local authorities and humanitarian organizations are also key responsibilities of this role.
Required Qualifications:
Candidates must possess a Bachelor’s degree or equivalent qualification in Civil Engineering. A minimum of 2 years of hands-on experience in shelter, infrastructure, or community construction is required, along with experience in cash-based interventions such as cash-for-repair. The ideal candidate should have demonstrated experience in supervising construction activities and be knowledgeable in engineering software like AutoCAD and Microsoft Office. Skills in community engagement, negotiation, and capacity building are essential, as well as flexibility to travel frequently by road and boat.
Educational Background:
The educational background required for this position includes a Bachelor’s degree in Civil Engineering or a related field. This educational foundation is crucial for understanding the technical aspects of shelter design and construction, as well as for effectively managing and implementing shelter programs in a humanitarian context.
Experience:
The position requires a minimum of 2 years of relevant experience in shelter and infrastructure projects, particularly in construction, repair, and design. Candidates should have experience in cash-based interventions and a proven track record of supervising construction activities, whether through contractors or community-led processes. Familiarity with local construction practices and the specific context of Rakhine State is highly beneficial.
Languages:
Advanced proficiency in English is mandatory for this position, as well as fluency in local languages. This linguistic capability is essential for effective communication with beneficiaries, stakeholders, and team members, ensuring that all parties are engaged and informed throughout the project lifecycle.
Additional Notes:
The contract offered by DRC is a Regular contract with a 3-month probation period, which may be renewable based on funding availability and performance evaluations. The position is classified within Employment Band H, which is a non-management level. It is important to note that only applicants who are able to work and be based in Sittwe, Rakhine State, will be considered for this role.
