Job Overview:
The Programme Management Officer (Administration) position is a fixed-term role based in Nairobi, within the Budget, Finance and Operational Support Section (BFOSS) of the Corporate Management Division (CMD) at UN-Habitat. The primary focus of this role is on programme management and project implementation, ensuring compliance with financial and administrative regulations, and providing quality assurance in monitoring project budgets. The incumbent will coordinate with project managers, implementing partners, and local authorities to facilitate effective programme delivery in line with donor agreements and work plans. This position requires a strong understanding of UN policies and procedures, as well as the ability to interpret and apply them in various contexts. The officer will also be responsible for human resource management, budget and finance oversight, and general administration, contributing to the overall efficiency and effectiveness of programme implementation.

Duties and Responsibilities:
The incumbent will perform a variety of duties including: providing inputs on administrative and procedural issues related to programme/project and budget formulation; coordinating with donor representatives and project staff on financial matters; drafting agreements with partners; administering implementing partners; contributing to the development of policies and guidelines; undertaking missions to assess financial management; coordinating human resource activities; supporting budget preparation and implementation; monitoring work programmes and budgets; ensuring compliance with donor reporting requirements; developing administrative procedures; supervising financial administration; coordinating procurement and billing; analyzing data for decision-making; and performing other related work as required.

Required Qualifications:
Candidates must possess a strong knowledge of administrative, budgetary, financial, and human resources policies and procedures. They should demonstrate the ability to apply UN administrative rules and regulations effectively, possess analytical skills for independent research, and be able to identify issues and formulate recommendations. Professionalism, teamwork, and planning and organizing skills are essential for success in this role. The ability to work collaboratively and support organizational goals is crucial, as is the capacity to manage time and resources efficiently.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, economics, programme/project management, international development, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of five years of progressively responsible professional experience in programme/project management, administration, budget, financial management, or a related field is required. Candidates should have at least three years of experience in the administration and financial management of implementing partner agreements, as well as experience in programme/project financial management, including budget formulation and monitoring. Experience in technical cooperation programmes and using enterprise resource planning (ERP) systems is desirable, along with two or more years of experience in data analytics or related areas.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is also recognized as a working language of the United Nations Secretariat, and proficiency in French is considered an asset.
