Job Overview:
The Roving Safety Officer is tasked with overseeing safety matters related to DRC personnel, assets, and facilities within DRC Kenya offices and operations. This role is crucial for ensuring the proper application of DRC’s Safety Risk Management System (SRMS) and the Global Safety Policy. The officer will work closely with the Country Safety Coordinator to manage known and unknown safety risks, leading day-to-day safety management as outlined in the terms of reference. The position requires a proactive approach to safety, ensuring that all staff are informed and compliant with safety policies and procedures, and that safety risks are minimized effectively.

Duties and Responsibilities:
The Roving Safety Officer will lead in identifying and minimizing potential safety risks to staff, facilities, and assets. Responsibilities include regularly updating the Local Safety Rules (LSR) and sharing them with all staff, updating Safety Risk Assessments (SRAs) in various field locations, preparing weekly and monthly safety updates for the Country Safety Coordinator (CSC), and responding to safety concerns raised by staff. The officer will also be responsible for safety clearance on staff movements, conducting internal HEIST training for DRC staff in consultation with the CSC, ensuring all staff are aware of safety policies, maintaining an updated Record of Emergency Data (RED) list, and briefing staff and visitors on security" style="border-bottom: 1px dotted #007bff !important;">security and context situations. Additional duties include organizing statutory OSHA audits and Fire Audits, maintaining safety upgrade plans, ensuring vehicles meet required standards, supervising day/night guards, ensuring fire extinguishers and first aid kits are serviced timely, managing critical incidents, and performing any other tasks as delegated by the CSC.

Required Qualifications:
Candidates must have a minimum of 5 years’ experience working as a Safety Officer for an NGO or in a similar role within a high-risk or conflict zone. Proven experience in context/security analysis, documentation, and advisory roles in humanitarian and development settings is essential. Candidates should have in-country experience liaising with UN missions or agencies, and must possess strong interpersonal, communication, and networking skills. The ability to prioritize tasks and meet deadlines under pressure, along with proficiency in common software packages, is required. Candidates should demonstrate the ability to remain calm in tense situations and effectively guide team members in safety and security issues, especially during crises. A proven ability to work effectively with minimal supervision is also necessary.

Educational Background:
A degree in a relevant field is required, or equivalent experience in safety management. Additional security management-related trainings or qualifications are desirable but not mandatory.

Experience:
The position requires a minimum of 5 years of relevant experience, particularly in safety management within NGOs or similar organizations, especially in high-risk or conflict zones. Candidates should have a strong background in security analysis and advisory roles in humanitarian contexts.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills. Proficiency in Swahili is also required, particularly for verbal communication.

Additional Notes:
The contract duration is three months with the possibility of extension. The salary and other conditions will be in accordance with DRC’s Terms of Employment. The duty station will be DRC locations within Kenya. Applications must be submitted in English no later than 13th September 202
