Job Overview: The Environmental Specialist (Extended Term Consultant; ETC) position is designed to support the World Bank's growing environment program, particularly focusing on Thailand. The specialist will play a crucial role in the design and implementation of programs supported by the World Bank or grants in the East Asia and Pacific (EAP) region. The role requires providing technical leadership on finance mobilization and financial modeling, ensuring that nature-based solutions are effectively integrated into environmental programs. The specialist will also be responsible for administrative and operational reporting, ensuring compliance with institutional and donor requirements. This position involves engaging in substantive research and analysis to enhance the operational and advisory portfolio, supporting policy dialogues with governments and stakeholders, and participating in missions related to environmental activities in Thailand and potentially other countries.
Duties and Responsibilities:
Contribute to the design and implementation of World Bank or grant-supported programs in the EAP region, with a primary focus on Thailand.
Provide technical leadership on finance mobilization and financial modeling related to environmental projects.
Offer technical expertise on nature-based solutions to be integrated into the design of environmental programs.
Ensure compliance with administrative, operational, and performance reporting requirements as per institutional and donor guidelines.
Lead and contribute to research and analytical tasks that strengthen the operational and advisory portfolio in Thailand and other countries as directed.
Support policy dialogues with government entities and stakeholders regarding the Bank’s environment and natural resources portfolio.
Participate in preparation and implementation support missions for environmental activities in Thailand and other designated countries.
Carry out additional tasks as requested by the Regional Manager.
Required Qualifications: Candidates must possess a strong background in environmental science, policy, or a related field. Proven experience in project management, particularly in the context of environmental programs, is essential. The ideal candidate should have a solid understanding of financial modeling and mobilization strategies, as well as experience with nature-based solutions. Strong analytical and research skills are required, along with the ability to engage effectively with various stakeholders, including government officials and community representatives. Excellent communication skills, both written and verbal, are necessary to convey complex information clearly and persuasively.
Educational Background: A Master's degree in Environmental Science, Environmental Policy, Natural Resource Management, or a related field is required. A Ph.D. or equivalent advanced degree is preferred and may be advantageous for candidates seeking to demonstrate a higher level of expertise in the field.
Experience: Candidates should have a minimum of 5 years of relevant professional experience in environmental management, policy development, or related areas. Experience working with international organizations, particularly in the context of development projects, is highly desirable. Familiarity with the environmental challenges and opportunities in Thailand and the broader EAP region will be considered an asset.
Languages: Fluency in English is mandatory, as it is the primary language of communication within the World Bank.
