Job Overview: The Health Officer NO2 position involves providing professional technical, operational, and administrative assistance throughout the programming process for the Health Programme within the Country Programme. This role encompasses support across the entire programme cycle, from development planning to the delivery of results. The Health Officer will be responsible for preparing, executing, managing, and implementing a range of technical and administrative programme tasks to ensure effective programme development and implementation. This includes systematic programme progress monitoring and contributing to the evaluation and reporting of results. The key functions of this role include support to programme development and planning, programme management, monitoring and delivery of results, technical and operational support to programme implementation, networking and partnership building, as well as innovation, knowledge management, and capacity building.
Duties and Responsibilities: The duties and responsibilities of the Health Officer NO2 include:
Supporting programme development and planning by contributing to the design and implementation of health programmes.
Managing and monitoring programme delivery to ensure results are achieved effectively and efficiently.
Providing technical and operational support to the implementation of health programmes, ensuring adherence to UNICEF standards and guidelines.
Building and maintaining partnerships with stakeholders, including government agencies, NGOs, and community organizations to enhance programme effectiveness.
Engaging in innovation and knowledge management to improve health programme outcomes.
Conducting capacity building initiatives for staff and partners to strengthen health programme implementation.
Contributing to the evaluation and reporting of health programme results, ensuring data is collected and analyzed for informed decision-making.
Required Qualifications: To qualify for this position, candidates must possess a Bachelor or equivalent (First Level University Degree) in Health Administration, Public Health, Nutrition and Dietetics, pediatric health, family health, global health, health policy, health management, environmental health sciences, biostatistics, epidemiology, or any other related fields. Additionally, candidates should have at least 2 years of relevant professional experience in areas such as Health, Health and Nutrition, Health Care, Public Health, Maternal and Child Health, Immunization, Health Programme Management, Monitoring and Evaluation, Capacity Building, Partnership Development, Health Emergency Preparedness, or other related fields. Skills in Public Health, Programme Management, Monitoring Evaluation, Maternal Child Health, Epidemiology, and Partnership Building are also required.
Educational Background: Candidates must have a Bachelor or equivalent (First Level University Degree) in relevant fields such as Health Administration, Public Health, Nutrition and Dietetics, pediatric health, family health, global health, health policy, health management, environmental health sciences, biostatistics, epidemiology, or other related fields. This educational background is essential to ensure that candidates have the necessary knowledge and skills to effectively contribute to the health programme.
Experience: The position requires at least 2 years of relevant professional experience in health-related fields. This experience should encompass areas such as Health, Health and Nutrition, Health Care, Public Health, Maternal and Child Health, Immunization, Health Programme Management, Monitoring and Evaluation, Capacity Building, Partnership Development, and Health Emergency Preparedness. Candidates with experience in development, fragile settings, and humanitarian contexts will be considered favorably.
Languages: Fluency in English and Arabic is mandatory for this position. Additionally, knowledge of another official UN language (Chinese, French, Russian, or Spanish) or a local language is considered desirable. Proficiency in these languages will enhance communication and collaboration with diverse stakeholders in the health programme.
