Job Overview:
The consultant will enhance the quality, coherence, and use of programmatic information while effectively incorporating approaches such as Accountability to Affected Populations (AAP), Prevention of Sexual Exploitation and Abuse (PSEA), safeguarding, and gender-sensitive strategies in humanitarian responses. This role is crucial for addressing the needs of children, adolescents, and families in situations of human mobility, particularly at transit and border contexts. The consultant will work under the supervision of the Child Protection Officer and is expected to strengthen the monitoring system of the child protection program, ensuring timely tracking of indicators and promoting the use of disaggregated data for evidence-based decision-making. The consultant will also support the development and implementation of technical tools and operational coordination mechanisms between Bolivia and Chile, ensuring that these mechanisms incorporate protection criteria and confidentiality while addressing the specific needs of vulnerable groups.

Duties and Responsibilities:

• Strengthen the quality and consistency of the child protection program's monitoring system, ensuring timely tracking of results indicators and coverage of interventions.
• Systematically integrate AAP, PSEA, safeguarding, and gender-sensitive approaches into monitoring mechanisms and community feedback processes.
• Support the development of technical tools and operational coordination mechanisms between Bolivia and Chile for the safe management of cases involving children and families in transit.
• Contribute to the standardization of processes for identification, registration, and referral of cases across borders, enhancing collaboration between UNICEF teams and implementing partners.
• Produce a work plan that includes a methodology, initial diagnostic of the monitoring system, gap analysis, and proposals for strengthening coordination between Bolivia and Chile.
• Provide technical assistance and programmatic follow-up to implementing partners to enhance child protection implementation.
• Monitor compliance with indicators and quality of data, promoting the analysis of disaggregated information.
• Develop standardized operational procedures and tools for case management, ensuring key personnel are trained in their application.
• Deliver a final consultancy report that consolidates findings and recommendations for strengthening programmatic monitoring and coordination.

Required Qualifications:

• Bachelor's degree in Social Sciences, International Relations, Social Work, Psychology, Law, Political Science, Humanitarian Management, or related fields.
• Postgraduate studies in Child Protection, Humanitarian Action, Human Rights, Migration, or related areas.
• At least 7 years of professional experience in child protection programs, humanitarian action, human mobility, or strengthening protection systems.
• Minimum of 5 years of specific experience in programmatic monitoring or technical assistance in child protection programs, preferably in humanitarian or human mobility contexts.
• Proven experience in indicator tracking, programmatic data management, quality control, and technical report writing.
• Experience in capacity building of institutions or implementing partners through technical assistance and training.
• Knowledge of child protection, human mobility, and case management.
• Familiarity with gender, age, disability, and diversity considerations in humanitarian program planning and monitoring.
• Strong analytical, technical writing, and information systematization skills.

Educational Background:
Candidates must possess a Bachelor's degree in relevant fields such as Social Sciences, International Relations, or related disciplines. A postgraduate degree in Child Protection, Humanitarian Action, or similar areas is highly desirable, indicating advanced knowledge and specialization in the field.

Experience:
Candidates should have a minimum of 7 years of relevant professional experience, with at least 5 years specifically in child protection program implementation, monitoring, or technical assistance, particularly in humanitarian contexts. Experience in managing and analyzing programmatic data and developing monitoring tools is essential.

Languages:
Fluency in Spanish, both oral and written, at a technical and advanced level is mandatory. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy is expected to be conducted under a Lump Sum contract, covering all expenses including fees, travel, accommodation, and other related costs. The consultant must have Bolivian nationality or a valid work permit for Bolivia. It is essential for the consultant to have their own equipment and tools for service delivery. The selected candidate will be responsible for obtaining health insurance coverage, which can be public or private. The contract does not confer staff member status under UN regulations, and consultants are responsible for their tax obligations according to Bolivian law. The process of payment may take up to two weeks following product approval, and all consultants must comply with UNICEF's policies on child protection and ethical conduct.
