Job Overview:
The Project Manager will play a crucial role in leading the LoGIC project management, ensuring that all activities align with UNDP and UNCDF programming principles, donor requirements, and the priorities of the Government of Bangladesh (GoB). This position requires strategic and adaptive leadership, focusing on results-based planning, implementation, monitoring, evaluation, and reporting. The Project Manager will oversee the project team, manage financial and human resources, and ensure compliance with UNDP's financial rules and regulations. The role also involves engaging with various stakeholders, including government counterparts, UN agencies, civil society organizations, and development partners, to foster collaboration and ensure the project's success. The Project Manager will be responsible for preparing high-quality reports, facilitating governance mechanisms, and ensuring that the project meets its objectives while adhering to social and environmental safeguards.

Duties and Responsibilities:
  • Ensure results-based project management, planning, implementation, monitoring, and evaluation, including managing financial and human resources, overseeing project implementation, and ensuring compliance with UNDP's financial rules.
  • Lead the preparation of annual work plans, budgets, procurement plans, and operational plans, ensuring timely and quality implementation.
  • Manage risks and issues, execute adaptive management, and ensure project quality assurance processes are executed to the highest standards.
  • Provide technical oversight and quality assurance across all project outputs, establish and maintain strategic relationships with stakeholders, and promote integration of cross-cutting themes in project activities.
  • Analyze and consolidate project results, provide evidence-based advocacy and policy support, and participate in inter-agency coordination mechanisms.
  • Manage knowledge creation and dissemination, develop high-quality knowledge products, and ensure project results are captured and shared.
  • Support resource mobilization efforts by identifying funding sources, preparing proposals, and maintaining effective relationships with development partners.

Required Qualifications:
  • Advanced University Degree (master’s degree or equivalent) in Climate Change/Science, Development Studies, Public Policy, Sciences or Social Sciences, Geography and Environment, Engineering, Economics, Public Administration, or any other relevant discipline is required; or a first-level university degree (Bachelor's degree) in the above fields with an additional two years of qualifying experience.
  • Minimum of 5 years of relevant experience in project/programme management related to climate change adaptation and local governance issues, climate finance/governance, or related fields is required.
  • At least 3 years of experience in a senior managerial role in projects related to this position, with demonstrated experience leading complex, multi-stakeholder programmes.
  • Proven experience in strategic, analytical, and structured writing and communication for senior government, donor, and Board-level audiences.
  • Experience building and sustaining institutional relationships with senior government, donor, and partner counterparts.

Educational Background:
Candidates must possess an Advanced University Degree (master’s degree or equivalent) in relevant fields such as Climate Change/Science, Development Studies, Public Policy, Sciences or Social Sciences, Geography and Environment, Engineering, Economics, or Public Administration. Alternatively, a first-level university degree (Bachelor's degree) in the above fields combined with an additional two years of qualifying experience will be considered.

Experience:
The position requires a minimum of 5 years of relevant work experience for candidates with a master's degree or 7 years for those with a bachelor's degree. Experience should be in project/programme management related to climate change adaptation, local governance issues, climate finance/governance, or related fields in the development sector. Candidates should have at least 3 years of experience in a senior managerial role, demonstrating the ability to lead complex, multi-stakeholder programmes and manage sizeable budgets and partnerships.

Languages:
Fluency in English and Bengali (Bangla) is required for this position. Proficiency in additional languages may be considered an asset, but English and Bengali are mandatory for effective communication and reporting.

Additional Notes:
The Project Manager will report to the Assistant Resident Representative (ARR) of the Resilience and Inclusive Growth Cluster of UNDP Bangladesh, with matrix supervision from the UNCDF’s Regional Technical Advisor. The position may involve travel and engagement with various stakeholders, including government officials, UN agencies, and development partners.
