Job Overview: The consultant will be engaged under the European Union-funded project 'PROTTASHA II – STRENGTHENED SERVICE DELIVERY SYSTEMS FOR IMPROVED MIGRATION MANAGEMENT AND SUSTAINABLE REINTEGRATION.' The primary function of this position is to develop a comprehensive Staff Capacity Development Plan for the Wage Earners’ Welfare Board (WEWB) in Bangladesh. This plan will be based on the Organizational and Institutional Development Framework (OIDF) and will aim to strengthen the institutional and human-resource capacity of WEWB. The consultant will assess the professional and technical competencies required for various positions within WEWB and identify capacity-development needs to ensure effective performance. The consultant will also establish an annual training and capacity-building framework that specifies the necessary training for staff, ensuring that personnel have the competencies required to fulfill their roles effectively. This initiative is crucial for improving the quality, consistency, and sustainability of services provided to Bangladeshi migrant workers and returnees.
Duties and Responsibilities: The consultant will undertake several key tasks, including reviewing the OIDF process and relevant institutional documents, conducting capacity needs assessments, and facilitating consultations with stakeholders. They will develop a structured capacity-development framework aligned with WEWB's priorities, define competency areas, propose capacity-building modalities, and create a phased implementation plan. Additionally, the consultant will prepare an annual training matrix that outlines the professional and technical training required for WEWB staff, differentiating between mandatory and role-specific training. The consultant will also present the draft plan for review and validation, incorporating feedback to finalize the plan and prepare a completion report that outlines the methodology, consultation process, key findings, and recommended next steps.
Required Qualifications: Candidates must possess an advanced university degree in human resource development, organizational development, public administration, public policy, development studies, migration studies, management, or a related field. A minimum of 7 years of relevant professional experience in institutional capacity development, organizational development, human resource development, training needs assessment, public-sector reform, or migration governance is required. Demonstrated experience in developing institutional capacity-development plans, competency frameworks, and training strategies is essential. Candidates should also have experience conducting training needs assessments and facilitating consultations with government institutions and senior stakeholders. Knowledge of Bangladesh's public-sector institutional context and issues related to labor migration and migrant welfare will be advantageous.
Educational Background: An advanced university degree in fields such as human resource development, organizational development, public administration, public policy, development studies, migration studies, management, or a related area is required for this position. This educational background is crucial for understanding the complexities of institutional capacity development and the specific needs of the WEWB.
Experience: Candidates should have a minimum of 7 years of relevant professional experience in areas such as institutional capacity development, organizational development, human resource development, training needs assessment, public-sector reform, or migration governance. This level of experience is necessary to ensure that the consultant can effectively assess the capacity needs of WEWB and develop a comprehensive training plan that meets the organization's objectives.
Languages: Proficiency in English and Bangla is mandatory for this position. Excellent analytical, report-writing, facilitation, and communication skills in both languages are essential for effective engagement with stakeholders and the successful delivery of the training plan. Knowledge of additional languages may be considered an asset but is not required.
