Job Overview:
The Data Analyst II position is crucial for supporting the implementation of projects aimed at addressing urban poverty in Rio de Janeiro. The incumbent will work closely with various teams to achieve project objectives and organizational priorities. This role involves analyzing data from public databases, contributing to the development of indicators, and preparing georeferenced information. The Data Analyst will also participate in capacity-building activities and ensure compliance with UN-Habitat's quality standards. The position requires a proactive approach to data management and collaboration with government staff and other stakeholders to enhance urban development initiatives.

Duties and Responsibilities:
The Data Analyst II will have a comprehensive set of responsibilities, including:

• Developing, calculating, and validating variables and indicators.
• Extracting and analyzing data from public databases, including IBGE.
• Preparing georeferenced information and related data products.
• Reviewing spatial data documents.
• Participating in capacity-building activities for UN-Habitat and government staff.
• Contributing to data collection, analysis, and management of urban indicators.
• Documenting project processes and methodologies.
• Monitoring project risks and ensuring timely implementation of deliverables.
• Providing technical guidance on international frameworks localization. 1
• Maintaining organized records of project activities and documentation. 1
• Developing reports in alignment with UN-Habitat’s standards. 1
• Ensuring ethical principles are upheld during consultancy. 1

Required Qualifications:
Candidates must possess a Bachelor’s degree in relevant fields such as Public Policy, Sociology, Political Science, Administration, Geography, Economics, Urban Studies, or Statistics. Alternatively, candidates with an additional three years of relevant experience beyond the educational requirement will also be considered. Strong computer skills, particularly in Windows, Word, Excel, and data visualization tools, are essential. Knowledge of GIS software like QGIS or ArcGIS is required, along with experience in data collection and management.

Educational Background:
A Bachelor’s degree in a relevant field is mandatory. Candidates with additional experience in lieu of formal education may also qualify. The educational background should ideally include studies related to urban development, public policy, or data analysis, which are pertinent to the responsibilities of the Data Analyst II role.

Experience:
A minimum of three years of experience in data analysis, public policy reporting, and urban project themes is required. Candidates should have progressively responsible experience in urban programs in Brazil. Previous experience within the UN System is considered an asset, enhancing the candidate's suitability for the role.

Languages:
Fluency in Portuguese is mandatory for this position, as it is essential for effective communication within Brazil. A working knowledge of English is desirable, and familiarity with Spanish can be beneficial given the regional context of the UN-Habitat office.

Additional Notes:
The contract for this position is for six months and is based locally in Brazil. Only Brazilian nationals or candidates with a permanent visa in Brazil are eligible to apply. The contract may be extended based on performance and funding availability. The position requires compliance with UN security protocols, and the incumbent may need to travel within Brazil as per project requirements. Remuneration will be determined according to UNOPS Local ICA or UNDP salary scales, and health insurance will be provided through Cigna.
