The position of National Consultant for the Delivery of the Targeted Capacity Building on the UK Seasonal Worker Scheme (SWS) involves engaging an external expert with demonstrated expertise in labour mobility, ethical recruitment, migration governance, and the UK SWS. The consultant will lead the implementation of targeted capacity-building sessions aimed at enhancing the preparedness, awareness, and informed decision-making of prospective seasonal workers from Kazakhstan. The consultant will be responsible for reviewing and strengthening existing IOM training materials, incorporating updated information on the UK SWS, including current scheme regulations and tax refund procedures for seasonal workers. The consultant will also deliver three capacity-building workshops in Almaty, Astana, and Shymkent, ensuring that the training is tailored to the local context and effectively addresses the needs of participants.

Required Qualifications:
The position requires a Master's degree from an accredited academic institution in Law, Public Administration, Economics, Migration Studies, Social Sciences, or a related field, along with five years of relevant professional experience. Alternatively, a Bachelor's degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Required experience includes demonstrated expertise in labour migration, labour mobility, ethical recruitment, and migrant worker protection. Candidates should have a strong understanding of the UK SWS, including recruitment processes and employment conditions, and proven experience in delivering training and capacity-building programs for migrant workers and related target groups.
Educational Background:
Candidates must possess either a Master's degree or a Bachelor's degree in relevant fields such as Law, Public Administration, Migration Studies, or Social Sciences. The educational background should be from an accredited academic institution, ensuring that the candidate has a solid foundation in the principles and practices related to migration and labour mobility.
Experience:
Candidates should have a minimum of five years of relevant professional experience if they hold a Master's degree, or seven years if they hold a Bachelor's degree. Experience should include demonstrated knowledge of labour migration, ethical recruitment, and migrant worker protection, as well as proven experience in delivering training and capacity-building programs for migrant workers and related target groups.
Languages:
The position requires proficiency in English, Kazakh, and Russian. These languages are essential for effective communication and training delivery, ensuring that the consultant can engage with diverse audiences and facilitate workshops in a multilingual context.
Additional Notes:
The consultancy will cover a total of 7 working days, with 1 day allocated for preparation and 6 days for training delivery. The consultant must possess the legal right to reside and perform remunerated work in Kazakhstan. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance and must provide proof of coverage before commencing work. The appointment is subject to certification of medical fitness, accreditation, and any residency or visa requirements. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment. IOM does not charge a fee at any stage of the recruitment process and only accepts applications submitted through its e-Recruitment system.

- Preparation (1 Working Day): Review existing IOM training materials on the UK SWS and integrate updated information on tax refund procedures applicable to seasonal workers in the UK. Submit a brief training implementation plan outlining the proposed delivery approach, participant engagement methods, practical exercises, delivery schedule, and knowledge assessment tools.
- Training Delivery (6 Working Days): Serve as the lead subject-matter expert and trainer for the implementation of three PDO workshops in Astana, Almaty, and Shymkent. Lead the delivery of the workshop curriculum in accordance with the IOM-approved agenda, provide specialized instruction on the UK SWS, facilitate practical and interactive learning activities, and strengthen the knowledge and delivery capacities of PDO trainers. Ensure that all external support or specialized inputs are disclosed to IOM in advance and complement the consultant's own contributions.
- Deliverables: Submit an adapted training package and successfully deliver three 2-day capacity-building workshops. All written outputs must adhere to IOM House Style and meet the performance indicators set by IOM.
