Job Overview:
The Camp and Community Services Officer will play a crucial role in representing UNRWA at the camp level and within the surrounding community. Reporting to the Chief Area Office (CAO), the incumbent will be responsible for liaising with local government authorities, security" style="border-bottom: 1px dotted #007bff !important;">security forces, community representatives, and humanitarian organizations to ensure effective service delivery, including solid waste management and other community issues. The officer will support various programs, participate in meetings with Area Programme Officers, and coordinate with key staff to address challenges and propose solutions. Additionally, the officer will act as the Security and Safety focal point, monitor the camp environment for neutrality violations, and manage the activities of the Camp and Community Services Office. The role requires effective communication with residents and beneficiaries to disseminate information about UNRWA initiatives and to enhance the agency's visibility and awareness within the community. The officer will also be involved in emergency preparedness and response activities, contributing to written outputs such as plans and reports, and will perform other duties as assigned by the supervisor.

Duties and Responsibilities:

• Represent UNRWA at the camp level and liaise with local authorities and community representatives to ensure effective service delivery.
• Organize and participate in meetings with Area Programme Officers to discuss challenges and propose solutions.
• Act as the Security and Safety focal point, reporting risks and incidents affecting UNRWA personnel and installations.
• Monitor the camp environment for neutrality violations and protection issues, ensuring they are addressed by relevant departments.
• Plan, direct, and manage the activities of the Camp and Community Services Office, supervising sanitation laborers and guards.
• Ensure effective communication within the camp and surrounding community, disseminating information about UNRWA programs.
• Manage emergency preparedness and response activities, contributing to plans and reports.
• Perform other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess strong management and facilitation skills, with a proven ability to develop and lead teams, build consensus, and facilitate change among UNRWA and community stakeholders. Strong communication, coordination, and negotiation skills are essential, as well as the ability to develop and maintain effective relationships and partnerships. Candidates should demonstrate effective planning and decision-making skills, strong problem-solving and crisis management abilities, and the capacity to advocate for UNRWA's interests with relevant stakeholders. A commitment to UNRWA's ethics and values is also required.

Educational Background:
A university degree in business administration, law, development, human science, or a related field is required for this position. Candidates should have a solid understanding of the challenges facing Palestine refugees and the operational context in which UNRWA operates.

Experience:
Candidates must have at least five years of experience in humanitarian, community, or social development, preferably with UN agencies or international NGOs. A proven understanding of the humanitarian and political challenges facing Palestine refugees is required. Additionally, candidates should indicate their current involvement in outside activities, including employment, consulting, or volunteer work, as this information is necessary for the application process.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Arabic is desirable, with a minimum proficiency level of UN Level III in all language skills. Candidates should refer to the UN Language Framework for detailed language requirements.

Additional Notes:
This position is a fixed-term appointment for one year, including a one-year probation period, with the possibility of extension based on performance and funding availability. The monthly basic salary is USD 1,592.60, payable in Jordanian Dinar at the UN monthly exchange rate. Additional benefits include a monthly Provident Fund contribution, compulsory medical insurance, 30 days of annual leave, and dependency allowance if applicable. The position is open to internal candidates only, and preference will be given to registered Palestine refugees and candidates from underrepresented genders to promote gender parity. Applicants must reside in the West Bank or Jerusalem and have authorization to work in the duty station. The agency will not facilitate work permits, and candidates must provide accurate information regarding their affiliations and background to avoid disqualification.
