Job Overview:
The position of National Consultant on Monitoring and Evaluation is crucial for the IOM's project in Kazakhstan, which supports the Government in enhancing the awareness and preparedness of prospective seasonal workers under the UK's Seasonal Worker Scheme. The consultant will be responsible for designing, implementing, and managing a detailed Monitoring and Evaluation (M&E) framework for the project. This role involves continuous monitoring of field events and capacity-building activities, producing analytical programmatic reports, and ensuring compliance with IOM's policies and guidelines. The consultant will assess the effectiveness and impact of project interventions, document lessons learned, and provide recommendations for future programming. The consultant's work will directly contribute to the project's objectives and the overall goal of improving the conditions for seasonal workers in Kazakhstan.

Duties and Responsibilities:
The consultant's duties will include conducting a comprehensive review of project documents to develop a robust M&E framework aligned with IOM's policies. This framework will include an Indicator Tracking Matrix, data sources, collection frequencies, baselines, targets, and a risk mitigation strategy. The consultant will design and finalize culturally contextualized data collection tools and conduct targeted monitoring visits to assess project activities. They will collect and analyze feedback from beneficiaries, document challenges and good practices, and provide actionable recommendations. The consultant will also be responsible for drafting and submitting programmatic monitoring reports that detail progress against indicators, emerging trends, and implementation bottlenecks. All outputs must adhere to IOM's House Style and reporting standards.

Required Qualifications:
Candidates must possess a Master's degree in Statistics, Economics, Public Policy, Social Sciences, Development Studies, International Relations, or a related field, along with five years of relevant professional experience. Alternatively, a Bachelor's degree in the same fields with seven years of relevant experience is acceptable. Proven experience in monitoring and evaluation, including quantitative and qualitative research design, complex data analysis, and programmatic reporting is essential. Candidates should have experience in designing M&E frameworks, conducting field monitoring, and assessing capacity-building events. Experience in labor migration, ethical recruitment, and collaboration with governmental and international organizations is highly desirable.

Educational Background:
A Master's degree from an accredited institution in relevant fields such as Statistics, Economics, Public Policy, Social Sciences, Development Studies, or International Relations is required, along with five years of relevant professional experience. A Bachelor's degree in the same fields with seven years of relevant experience is also acceptable.

Experience:
Candidates should have substantial experience in monitoring and evaluation, particularly in designing and implementing M&E frameworks, conducting field monitoring, and leading participatory evaluations. Experience in labor migration and working with governmental and international organizations is preferred. Proven ability to draft high-quality reports and manage complex data analysis is also required.

Languages:
Fluency in English is mandatory, along with proficiency in Kazakh and Russian. While all written deliverables must be in English, proficiency in local languages is essential for effective field monitoring and stakeholder engagement.

Additional Notes:
The consultancy is expected to adhere to IOM's data protection principles and confidentiality requirements. The selected consultant must perform all tasks independently, and subcontracting is prohibited. The consultant will be covered against occupational accidents and illnesses under IOM's Compensation Plan but must provide their own medical insurance for non-occupational issues. The appointment is subject to medical fitness certification and compliance with residency or visa requirements. IOM has a zero-tolerance policy on misconduct and does not charge fees during the recruitment process.
