Job Overview:
The position of Consultant international Élaboration Stratégie Nationale IA & données (SNIAD 2026-2031) involves the development of a national strategy for artificial intelligence and data in Guinea. This role is crucial as it aims to align the country's AI initiatives with its development goals, ensuring that the use of AI is ethical, inclusive, and beneficial for all citizens. The consultant will be responsible for conducting thorough research, engaging with stakeholders, and collecting data to inform the strategy. The position requires a deep understanding of AI technologies, data governance, and the socio-economic context of Guinea. The consultant will work closely with the UNDP team and local partners to ensure that the strategy is comprehensive and actionable, with a clear implementation plan and measurable outcomes.
Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
Required Qualifications:
Candidates must possess a strong background in artificial intelligence, data science, or a related field. They should have proven experience in developing national strategies or policies, particularly in the context of technology and innovation. Additionally, candidates should demonstrate strong analytical skills, the ability to work collaboratively with diverse stakeholders, and excellent communication skills. Familiarity with the socio-economic landscape of Guinea and previous experience working with international organizations will be considered an asset.
Educational Background:
A master's degree or higher in artificial intelligence, data science, public policy, or a related field is required. Candidates with a PhD or equivalent experience in a relevant area will be given preference. Continuous professional development in AI and data governance is also highly desirable.
Experience:
The ideal candidate should have at least 5-7 years of relevant professional experience, particularly in the fields of artificial intelligence, data governance, or technology policy. Experience working in developing countries, especially in Africa, will be an advantage. Previous consultancy experience with UN agencies or similar organizations is also preferred.
Languages:
Fluency in French is mandatory, as the position requires communication with local stakeholders and the preparation of documents in French. Proficiency in English is considered a strong asset, as it may be necessary for collaboration with international partners and for accessing global resources and literature on AI and data governance.
Additional Notes:
This is an individual contractor position based in Guinea, with a contract duration of 60 continuous working days. The consultant is expected to conduct field data collection missions as part of their responsibilities. The position is not open to individuals applying on behalf of NGOs, firms, or companies; applications must be submitted individually. Compensation will be discussed during the selection process, and candidates are encouraged to indicate their expected rates in USD.
