Job Overview:
The Programme Analyst will play a crucial role in supporting the implementation of UN-Habitat's projects in Brazil, particularly focusing on the Social Territories Program aimed at addressing urban poverty in Rio de Janeiro. This position requires close collaboration with various teams to ensure that project objectives are met effectively. The Programme Analyst will be responsible for providing technical and operational support, facilitating communication among stakeholders, and ensuring that project activities align with the overall goals of UN-Habitat. The role involves a mix of project management, data analysis, stakeholder engagement, and capacity-building initiatives, all aimed at fostering sustainable urban development and improving living conditions for marginalized communities.

Duties and Responsibilities:
The Programme Analyst will have a comprehensive set of responsibilities, including:

• Providing technical and operational support for project activities, ensuring they align with objectives.
• Collaborating on key project activities such as communication campaigns and capacity-building initiatives.
• Organizing and delivering trainings, workshops, and consultations with a focus on inclusivity.
• Preparing high-quality technical documents and reports based on team inputs.
• Collecting and analyzing data to support evidence-based decision-making.
• Engaging with stakeholders including government, civil society, and private sector partners.
• Providing logistical support for meetings and events, and tracking project progress.
• Contributing to project management tasks, including monitoring deliverables and timelines.
• Identifying risks and challenges in project implementation and developing mitigation strategies. 1
• Documenting project activities and ensuring lessons learned are accessible for knowledge-sharing. 1
• Supervising consultants and ensuring compliance with project requirements. 1
• Ensuring timely implementation of deliverables according to the work plan. 1
• Participating in meetings and events as required, and performing other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in relevant fields such as Public Administration, International Relations, Social Sciences, Architecture, Law, Geography, or Economics. A postgraduate degree in related fields is desirable. Additionally, candidates should have a minimum of three years of progressively responsible experience in project or programme management, particularly in urban development or public policy. Experience in managing teams and conducting participatory workshops is also required. Familiarity with UN systems and methodologies is a plus, as is proficiency in project management tools and software.

Educational Background:
A Bachelor’s degree in relevant fields is required, with a preference for candidates holding a postgraduate degree. The educational background should align with the responsibilities of the Programme Analyst role, emphasizing skills in public administration, social sciences, or urban planning.

Experience:
The position requires at least three years of relevant experience in project or programme management, particularly in urban development or related fields. Candidates should demonstrate a track record of managing projects, engaging stakeholders, and implementing policies effectively. Experience within the UN system is desirable, as is familiarity with urban poverty issues and data analysis.

Languages:
Fluency in Portuguese and English is mandatory for this position, given the local context and the working environment of the United Nations. A working knowledge of Spanish is considered an asset, particularly for collaboration with regional partners.

Additional Notes:
This position is a six-month contract under the LICA framework with UNOPS, including health insurance through Cigna. The role is based in Rio de Janeiro, Brazil, and is open only to Brazilian nationals or those with a permanent visa. The contract may be extended based on performance and funding availability.
