Job Overview: The role of the Oficial de Finanzas is crucial in supporting the financial operations of NRC in Cali, Colombia. This position involves assisting in the preparation of proposals, monitoring, and reporting on signed agreements within the financial department. The Oficial de Finanzas will provide technical guidance to the team leader on all accounting, tax, budgeting, reporting, and management processes related to implementing partners. The primary goal is to ensure compliance with NRC regulations, donor requirements, and governmental entities, thereby guaranteeing the stability and growth of the organization. Duties and Responsibilities: The Oficial de Finanzas will be responsible for ensuring adherence to NRC policies, tools, manuals, and guidelines. Key responsibilities include supporting the implementation of the support function portfolio according to the action plan, preparing and developing status reports required by management, ensuring proper filing of documents, and promoting ideas to strengthen support functions. The role also involves maintaining up-to-date knowledge of financial, administrative, tax regulations, and internal control standards set by NRC and donors. Specific duties include contributing to the development and monitoring of the overall budget, providing technical input for proposal consolidation, preparing and adjusting project budgets in coordination with program teams, and ensuring timely financial closure in compliance with donor regulations. Professional competencies include a minimum of three years of experience in similar roles within humanitarian contexts, prior experience in complex and volatile environments, and basic knowledge of the English language. Candidates should demonstrate competencies, knowledge, and experience relevant to the context, with a diploma, specialization, or master's degree in related areas being desirable. Familiarity with accounting software and International Financial Reporting Standards is also preferred.
