Job Overview:
The Programme Analyst (Economist) will play a crucial role in supporting the implementation of projects aimed at addressing urban poverty in Rio de Janeiro. This position requires close collaboration with various teams to ensure that project objectives align with organizational priorities. The incumbent will be responsible for providing technical advice, managing project activities, conducting research and analysis on social and economic issues, and contributing to advocacy efforts. The role demands a proactive approach to project management, ensuring that all activities are completed within established timelines and quality standards. The Programme Analyst will also be involved in preparing reports and documentation, participating in meetings, and upholding ethical principles throughout the assignment. This position is essential for enhancing the Municipality's capacity to address urban challenges effectively and inclusively.

Duties and Responsibilities:
The Programme Analyst (Economist) will have a diverse set of responsibilities, including: 1) Providing technical advice and guidance on project implementation; 2) Managing the project's work programme, focusing on economic and financial aspects; 3) Ensuring timely achievement of project objectives while adhering to budget and quality standards; 4) Conducting research and analysis on relevant urban, social, and economic issues; 5) Assisting in the planning and organization of advocacy campaigns, events, and workshops; 6) Participating in consultations and conferences organized by UN-Habitat and its partners; 7) Identifying and mitigating project risks; 8) Preparing various reports and documentation throughout the project lifecycle; 9) Ensuring compliance with UN-Habitat's quality standards; 10) Submitting monthly activity reports; 11) Upholding ethical principles, particularly in promoting inclusive and participatory environments; 12) Performing additional administrative and operational duties as assigned by the Head of the Brazil Office.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Economics or a related field. Additionally, a minimum of three years of relevant experience in economic data analysis within Brazil is required. Experience with economic indicators and official data is essential, while familiarity with public policy design, implementation, and evaluation is desirable. Previous experience working with the United Nations is also a plus. Candidates should demonstrate strong computer skills, particularly in Windows, Word, Excel, Outlook, and web search engines. Proficiency in project management methodologies and technological tools is advantageous. The role requires professionalism, effective planning and organization, strong communication skills, and the ability to work collaboratively in a diverse team environment.

Educational Background:
A Bachelor’s degree in Economics or a related field is required for this position. Candidates with additional relevant experience may be considered in lieu of formal education. The educational background should include a solid understanding of economic principles and data analysis techniques, which are critical for the role.

Experience:
The position requires a minimum of three years of professional experience in economic data analysis, particularly within the context of Brazil. Candidates should have a proven track record of working with economic indicators and official data. Experience in the design, implementation, and evaluation of public policies is highly desirable, as is previous work experience with the United Nations or similar organizations. The role demands a strong understanding of urban economic issues and the ability to apply analytical skills to real-world challenges.

Languages:
Fluency in Portuguese is mandatory for this position, as it is essential for effective communication within the local context. Additionally, working knowledge of English is desirable, given that English and French are the working languages of the United Nations Secretariat. Proficiency in Spanish is also beneficial, particularly for collaboration within the Regional Office.

Additional Notes:
The position is based in Rio de Janeiro, Brazil, and is expected to last for six months. The incumbent may be required to undertake official travel within Brazil, subject to project requirements and prior authorization from the Head of the Brazil Office. All travel will adhere to United Nations policies and procedures. Remuneration will be determined according to the applicable UNOPS Local ICA or UNDP salary scale, based on the classification process. This appointment is on a local basis, and only nationals from Brazil or candidates with a permanent visa in Brazil may apply.
