Job Overview:
The Senior Migration Health Associate will be responsible for supporting the quality implementation of IOM’s health programming in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The successful candidate will work under the supervision of the Head of Sub-Office in Cotabato and the Head of Satellite Office in Marawi, with technical oversight from the National Migration Health Officer MERLA in Cotabato. The role involves close collaboration with the Ministry of Health (MOH) – BARMM, Department of Health Region 9, and local government units in Lanao del Sur and Marawi City. The candidate will coordinate data collection, analysis, monitoring, evaluation, and reporting of health projects, ensuring compliance with IOM standards and policies. The position requires a strong analytical background and the ability to manage health data effectively, contributing to the overall health programming in the region.

Duties and Responsibilities:

• Analyze data and information using appropriate statistical and analytical techniques, including identifying relevant sources of data and suggesting efficient data collection methods.
• Process and organize raw data ensuring data accuracy and reliability; conduct exploratory data analysis activities examining variance and datasets.
• Generate validated data analysis and reports identifying trends, gaps, and opportunities.
• Provide technical support for knowledge building and management, including documenting good practices and lessons learned linked to the project.
• Conduct quality assurance for all knowledge projects verifying technical soundness and compliance with IOM policies.
• Plan and implement Data Quality Control (DQC) and Continuous Quality Improvement (CQI) activities, including needs assessments and technical training for local health workers.
• Develop and maintain updated project databases ensuring data accuracy and timely access to project data.
• Support project evaluation activities by consolidating necessary data and assisting in coordination with beneficiaries and stakeholders.
• Support the operationalization of the Accountability to Affected Population (AAP) framework and integrate Prevention of Sexual Exploitation and Abuse (PSEA) strategies. 1
• Undertake duty travels in support of the program. 1
• Perform other duties as assigned.

Required Qualifications:
Candidates must possess a university degree in epidemiology, public health, biostatistics, analytics, engineering, data science, social sciences, or health statistic-related disciplines from an accredited institution, along with four years of relevant experience. Alternatively, a high school degree with a minimum of six years of relevant professional experience is acceptable. Relevant accreditation or formal training in health information, monitoring and evaluation, research methodologies, and data analysis is a distinctive asset. Proficiency in statistical software and data management tools is essential, along with strong analytical, communication, and writing skills. Familiarity with the context of BARMM and health systems at both national and local levels is highly desirable.

Educational Background:
A university degree in a relevant field such as epidemiology, public health, biostatistics, or data science is required. Candidates with a high school diploma must have significant professional experience in related areas. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is preferred.

Experience:
Candidates should have experience in program support, implementation, monitoring, and evaluation of public health activities, particularly those focused on health scorecard and governance-related outcomes. Experience in developing and managing monitoring and evaluation frameworks, as well as liaising with government counterparts, is crucial. Familiarity with humanitarian or development operations is also beneficial.

Languages:
Fluency in English and Filipino (oral and written) is required for this position. Proficiency in additional languages may be advantageous but is not mandatory. Language skills will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position may involve travel to support program activities. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for 24 months.
