Job Overview:
The position of National Junior Consultant for Piloting of Ex-ante Evaluation Budget in the education sector involves providing technical support to the UNDP Mongolia project team focused on strengthening policy and performance-oriented public financial management systems. The consultant will be responsible for assisting in the evaluation of budgetary processes and ensuring that they align with the educational sector's needs and objectives. Duties and Responsibilities:
The National Junior Consultant will have a range of duties and responsibilities, including but not limited to:

• Conducting thorough analyses of existing budgetary frameworks within the education sector to identify gaps and areas for improvement.
• Collaborating with the project team to develop methodologies for ex-ante evaluations of budget proposals.
• Engaging with stakeholders, including government officials and educational institutions, to gather relevant data and insights.
• Preparing detailed reports and presentations summarizing findings and recommendations based on the evaluations conducted.
• Assisting in the development of training materials and workshops aimed at enhancing the capacity of stakeholders in budget management and evaluation processes.
• Monitoring and evaluating the implementation of recommendations and providing ongoing support to ensure effective execution.
• Participating in project meetings and contributing to discussions on strategic planning and project implementation.

Required Qualifications:
Candidates must possess a strong understanding of public financial management, particularly within the education sector. A demonstrated ability to analyze budgetary processes and provide actionable recommendations is essential. Additionally, candidates should have excellent communication skills, both written and verbal, to effectively engage with stakeholders and present findings. Proficiency in data analysis and familiarity with evaluation methodologies will be highly regarded. Educational Background:
A bachelor's degree in public administration, finance, economics, education, or a related field is required. A master's degree in a relevant discipline will be considered an asset. Experience:
The position requires candidates to have at least 1-2 years of relevant experience in public financial management, budget analysis, or educational policy evaluation. Experience working with international organizations or government agencies in Mongolia will be considered an advantage. Languages:
Fluency in Mongolian is mandatory, as the consultant will be working primarily within the local context. Proficiency in English is also required, as the consultant will need to communicate effectively with international stakeholders and prepare reports in English. Knowledge of additional languages will be considered a plus, particularly if they are relevant to the local context or the educational sector.

Additional Notes:
The initial contract duration for this position is set for 120 working days over a period of 6 months. This is a full-time position, and the consultant will be expected to work closely with the UNDP Mongolia project team. The role is open to national candidates only, and the compensation will be commensurate with experience and qualifications.
