Job Overview:
The position of National Individual Consultant for Biodiversity Finance Needs Assessment (FNA) and Biodiversity finance plan development (BFP) is crucial for the Biodiversity Financing Initiative (BIOFIN) Project. The consultant will be responsible for conducting a comprehensive assessment of biodiversity finance needs and developing a strategic plan to enhance biodiversity financing in Ethiopia. This role requires a deep understanding of biodiversity issues, financial mechanisms, and the ability to engage with various stakeholders, including government agencies, NGOs, and local communities. The consultant will work closely with the UNDP team and other partners to ensure that the biodiversity finance plan aligns with national priorities and international commitments. The assignment is expected to last for 140 working days over a period of 7 months, with the consultant based in Addis Ababa and required to travel to regional capitals for data collection and consultations.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct a thorough assessment of the current biodiversity finance landscape in Ethiopia, identifying existing funding sources, gaps, and opportunities.
  • Engage with key stakeholders, including government officials, NGOs, and local communities, to gather insights and data for the assessment.
  • Develop a comprehensive Biodiversity Finance Needs Assessment report that outlines the financial requirements for biodiversity conservation and sustainable use in Ethiopia.
  • Create a Biodiversity Finance Plan that includes strategies for mobilizing additional resources, improving financial management, and enhancing the effectiveness of existing funding.
  • Facilitate workshops and consultations to present findings and gather feedback from stakeholders.
  • Collaborate with the UNDP team to ensure that the finance plan is integrated into broader national development strategies and policies.
  • Provide technical support and guidance to stakeholders on implementing the finance plan and monitoring its progress.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • Proven expertise in biodiversity finance, environmental economics, or related fields.
  • Strong analytical skills with the ability to assess complex financial data and develop strategic recommendations.
  • Excellent communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
  • Familiarity with national and international biodiversity policies and frameworks.
  • Ability to work independently and manage multiple tasks effectively within tight deadlines.

Educational Background:
A minimum of a Master's degree in environmental science, finance, economics, or a related field is required. Additional certifications or training in biodiversity conservation or sustainable finance will be considered an asset.

Experience:
Candidates should have at least 5 years of relevant professional experience in biodiversity finance, environmental policy, or related areas. Experience working with international organizations, government agencies, or NGOs in the context of biodiversity conservation is highly desirable.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Ethiopia will be considered an advantage, as it will facilitate communication with local stakeholders.

Additional Notes:
This position is classified as an Individual Contractor role, and the contract duration is for 140 working days over a 7-month period. The consultant will be expected to work full-time and may need to travel to various regional capitals for data collection and consultations. Compensation details will be discussed during the selection process, and the consultant will be required to submit their proposals directly through the UNDP Quantum supplier portal.
