Job Overview:
The PSEA Officer will play a crucial role in the response to the Ebola outbreak in the Democratic Republic of the Congo (DRC). The position focuses on implementing strategies to prevent sexual exploitation and abuse (PSEA) within humanitarian responses. The officer will work under the technical supervision of the team leader for PSEA, engaging in community outreach, training humanitarian actors, and coordinating PSEA interventions across affected provinces. The role requires a proactive approach to integrate PSEA principles into health response plans, ensuring that the rights and needs of victims are prioritized. The officer will also be responsible for building the capacity of local health teams and ensuring effective collaboration with various stakeholders to enhance the overall response to the epidemic.

Duties and Responsibilities:

• Conduct training and briefings on PSEA for humanitarian actors, particularly WHO staff, to raise awareness and understanding of the issues.
• Provide support to victims of sexual exploitation, abuse, and harassment, ensuring a victim-centered approach that respects their rights and promotes resilience.
• Engage with community leaders and members to foster ownership of protection measures and encourage active participation in PSEA initiatives.
• Coordinate PSEA interventions across the affected provinces to ensure a harmonized response and avoid gaps in service delivery.
• Collaborate with other agencies and organizations involved in the response to create synergies and enhance the effectiveness of PSEA efforts.
• Strengthen the capacity of PSEA focal points at provincial and health zone levels to ensure sustainability of PSEA interventions.
• Monitor and evaluate the implementation of PSEA strategies and report on progress and challenges to the team leader.

Required Qualifications:
Essential: A university degree in psychology, project management, sociology, public health, development studies, or related social sciences. Desirable: Specialization in global protection, gender-based violence (GBV), child protection, and specific training on managing and mitigating sexual violence and gender-based violence, as well as community complaint mechanisms. Candidates should demonstrate a strong understanding of PSEA principles and practices.

Educational Background:
Candidates must possess a university degree in a relevant field such as psychology, sociology, public health, or related disciplines. Additional qualifications in specialized areas such as GBV or child protection are highly desirable, as they enhance the candidate's ability to address complex issues related to exploitation and abuse in humanitarian contexts.

Experience:
Essential: At least one year of relevant experience in emergency health situations or humanitarian contexts. Desirable: Experience in PSEA, GBV coordination, accountability to affected populations (AAP), or in human rights and child protection. Candidates should have a proven track record of working effectively in challenging environments and managing projects that integrate technical and political dimensions.

Languages:
Essential: Excellent command of French; intermediate knowledge of English is required. Desirable: Good knowledge of local languages is an advantage, as it facilitates communication and engagement with affected communities.
