The PIFCSS (Ibero-American Program for Strengthening South-South Cooperation) is an intergovernmental initiative established in 2008, aimed at enhancing South-South and Triangular Cooperation through a horizontal model that promotes the exchange of knowledge, capacities, and best practices among countries. The program comprises 21 Ibero-American countries actively participating in governance mechanisms and activities through their respective institutions responsible for international cooperation. It is organized through an Intergovernmental Council, an Executive Committee, and a Technical Unit that provides operational and technical support for implementing decisions made by the member countries. As of February 1, 2026, Uruguay has assumed the presidency of the PIFCSS and hosts the Technical Unit, committed to supporting, articulating, and continuing to strengthen South-South and Triangular cooperation among Ibero-American countries. The new phase of the PIFCSS is characterized by institutional continuity and collective work, following the strategic lines defined by member countries and enhancing the program's role as a platform for horizontal cooperation, mutual learning, and experience exchange. For the period 2024-2030, the PIFCSS has a strategy that provides a medium-term programmatic framework focused on results. The strategic objectives guiding the PIFCSS's actions include strengthening national South-South and Triangular cooperation systems, enhancing triangular cooperation among Ibero-American countries, strengthening decentralized South-South and Triangular cooperation schemes, and contributing to the positioning of Ibero-American South-South and Triangular cooperation on the global stage. Additionally, there is a tactical objective to strengthen the governance and functioning of the PIFCSS.

Job Overview:
The position involves volunteering as an animator with experience in animation and motion graphics to develop a looping audiovisual piece titled 'Territorios que conectan' (Territories that Connect). This piece will showcase the 11 initiatives from the METSS 2026 Call (Structured Mechanism for the Exchange of South-South Territory Experiences), highlighting the territories connected through this mechanism. The list of paired territories, visual identity guidelines, and creative direction will be provided and supported by the Technical Unit (UT) of the PIFCSS. This audiovisual material will be presented at the Ibero-American Dialogue 2026 event on Decentralized South-South and Triangular Cooperation, taking place in Puebla, Mexico, on September 29 and 3

Duties and Responsibilities:
The volunteer animator will be responsible for the following duties:

• Collaborate with the Technical Unit of the PIFCSS to understand the project requirements and objectives.
• Develop a looping audiovisual piece that effectively communicates the connections between the 11 initiatives of the METSS 2026 Call.
• Utilize animation and motion graphics techniques to create engaging visual content that adheres to the provided visual identity guidelines.
• Ensure that the final product is completed in a timely manner, ready for presentation at the Ibero-American Dialogue 2026 event.
• Participate in feedback sessions with the Technical Unit to refine and improve the audiovisual piece based on their input.
• Maintain open communication with the team to ensure alignment with the project's goals and expectations.
• Be adaptable and willing to make revisions as necessary to meet the project's standards.

Required Qualifications:
Candidates must possess the following qualifications:

• Proven experience in animation and motion graphics, with a strong portfolio showcasing previous work.
• Proficiency in animation software such as Adobe After Effects, Blender, or similar tools.
• Strong understanding of visual storytelling and the ability to convey complex ideas through animation.
• Excellent communication skills to collaborate effectively with the Technical Unit and other stakeholders.
• Ability to work independently and manage time effectively to meet project deadlines.
• A creative mindset with a passion for visual arts and storytelling.

Educational Background:
A background in animation, graphic design, visual arts, or a related field is preferred. Formal education in these areas is advantageous but not strictly required if the candidate can demonstrate relevant experience and skills through their portfolio.

Experience:
Candidates should have a minimum of 1-2 years of experience in animation and motion graphics. Experience working on similar projects, particularly in the context of international cooperation or development, is a plus. Familiarity with the themes of South-South and Triangular cooperation will be beneficial.

Languages:
Fluency in Spanish is mandatory, as the project will be conducted in this language. Proficiency in English or Portuguese is considered a plus, as it may facilitate communication with broader audiences and stakeholders.
