Job Overview:
The position of Final Evaluation Consultant is crucial for assessing the overall performance and results of the project titled 'Supporting Lesotho in Trafficking in Persons (TIP) Prevention and Protection.' This evaluation will cover the project implementation period from August 2023 to October 2026 and will focus on the effectiveness of the interventions aimed at strengthening the national response to trafficking in persons in Lesotho. The consultant will evaluate the project's design, implementation approach, and outcomes, particularly in relation to the institutional capacities of government institutions, law enforcement agencies, and civil society organizations. The consultant will also assess the project's contribution to improving access to justice and survivor-centered services for victims of trafficking. The evaluation will serve both accountability and learning purposes, providing insights and recommendations for future anti-trafficking programming in Lesotho and similar contexts.

Duties and Responsibilities:
The consultant will be responsible for developing an inception report that outlines the evaluation design, methodology, and sampling strategy. They will create data collection tools, including Key Informant Interview guides and Focus Group Discussion guides, ensuring they align with the approved methodology. The consultant will conduct a comprehensive desk review of project documentation and engage with key informants to gather qualitative data. They will analyze the data collected and draft an evaluation report that includes findings structured according to the OECD-DAC criteria. The consultant will also prepare a final evaluation report that incorporates feedback from IOM and relevant stakeholders, along with an evaluation brief and a management response matrix capturing recommendations and implementation timelines.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or above) in a relevant field such as monitoring and evaluation, development studies, population or migration studies, international relations, law, statistics, or social science research. If applying as a team, all members should demonstrate qualifications relevant to their proposed roles. Additionally, candidates should have a minimum of 10 years of relevant professional experience in a development context, particularly with international organizations or similar institutions in Africa. Proven experience in conducting project evaluations or related studies in counter-trafficking projects is highly desirable, along with experience working with vulnerable communities and politically sensitive topics.

Educational Background:
An advanced university degree (Master’s degree or above) in fields related to monitoring and evaluation, development studies, population or migration studies, international relations, law, statistics, or social science research is required. This educational background is essential for understanding the complexities of the evaluation process and the context of trafficking in persons.

Experience:
Candidates should have a minimum of 10 years of relevant professional experience in a development context, particularly with international organizations, INGOs, or similar institutions in Africa. Experience in conducting theory-based evaluations and outcome harvesting is crucial. Specific experience in evaluating counter-trafficking projects or related initiatives is a strong asset, as is experience working with vulnerable communities and on politically sensitive topics. The consultant should also have experience collaborating with senior officials within government, intergovernmental, and non-governmental organizations.

Languages:
Fluency in English is required for this position. Proficiency in additional languages relevant to the context of Lesotho may be considered an asset, enhancing communication with diverse stakeholders and communities involved in the project.

Additional Notes:
The consultancy will contribute to the project titled 'Supporting Lesotho in the Protection of Victims of Trafficking and the Prosecution of Trafficking in Persons.' The consultant will be required to submit various reports, including an inception report, draft evaluation report, and final evaluation report, all subject to IOM approval. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance and must provide proof of coverage before commencing work.
