Job Overview:
The Deputy Representative reports to the Country Office (CO) Representative and serves as the principal adviser on the overall management of the CO, including the development of CO policies and strategies. This role involves coordinating and managing all phases of the Country Office Programme, ensuring alignment with UNICEF’s Strategic Plans, standards of performance, and accountability frameworks. The Deputy Representative is responsible for leading partnerships with public and private sectors to achieve results and fulfill children's rights, particularly in protracted humanitarian settings. The position requires a strong focus on delivering timely and principled humanitarian programmes in accordance with UNICEF's global policies.
Duties and Responsibilities:
The Deputy Representative's duties include supporting the Representative in managing the Country Office, overseeing programme planning and development, ensuring monitoring and quality control of programmes, representing UNICEF in various forums, building alliances, engaging with the private sector, and managing knowledge and capacity building initiatives. Additionally, the Deputy Representative is responsible for ensuring the security" style="border-bottom: 1px dotted #007bff !important;">security of personnel, programmes, and organizational assets, and must navigate complex humanitarian contexts effectively.
Required Qualifications:
Candidates must possess an advanced university degree in social sciences, international relations, public policy, or a related field. A minimum of ten years of professional development experience, including technical and managerial leadership in international development cooperation, is required. Experience in humanitarian settings and relevant professional experience within the UN system is considered an asset. Candidates should demonstrate a strong understanding of development cooperation in fragile settings.
Educational Background:
An advanced university degree in fields such as social sciences, international relations, government and public relations, public or social policy, sociology, or community development is required for this position. This educational background is essential for understanding the complexities of the role and the environment in which UNICEF operates.
Experience:
The position requires a minimum of ten years of professional experience in development cooperation, with a focus on technical and managerial leadership. Candidates should have experience working in developing countries and in humanitarian contexts, demonstrating the ability to manage complex programmes and partnerships effectively.
Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration in diverse environments.
