Job Overview:
The consultant will support UNFPA APRO’s Gender-Based Violence (GBV) and Harmful Practices team in conducting digital monitoring and analysis of technology-facilitated gender-based violence (TFGBV), female genital mutilation (FGM), and child, early, and forced marriage (CEFM). The role involves understanding how social media frames, amplifies, or contests narratives around these issues. The consultant will work closely with the UNFPA APRO GBV team, UNICEF, and various UNFPA Country Offices to strengthen approaches addressing these critical issues. The consultant will utilize an AI and machine learning platform called Demographic Intelligence from Open Sources (DIOS) to monitor social media and generate real-time data on narratives surrounding TFGBV, FGM, and CEFM. The expected deliverables include refining keyword filters, lexicons, and analytic approaches to enhance DIOS's monitoring capacity and generating insights into digital discourse in Asia.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:

• Developing a detailed inception report outlining the proposed methodology, work plan, and timeline for the consultancy.
• Proposing appropriate digital filtering terminologies and techniques to capture narratives and determining the scale of pushback if applicable.
• Building on existing filtering systems to identify narratives related to TFGBV, FGM, and CEFM.
• Conducting in-depth qualitative and quantitative analysis of collected data to identify dominant narratives and themes, misinformation, and key influencers shaping the discourse.
• Generating reports summarizing findings with actionable recommendations based on digital space analysis.
• Supporting the development of data monitoring platforms and ensuring ethical guidelines and data privacy protocols are established for online monitoring and analysis.
• Presenting findings in regional webinars and creating slide decks to communicate key insights effectively.

Required Qualifications:
The position requires an advanced university degree (Master’s or equivalent) in Information Technology, Information Systems, Computer Science, Communications, Media Studies, Social Sciences, Public Health, Gender Studies, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should have a minimum of 10 years of progressive experience in digital communications, social media analysis, online discourse monitoring, or related fields. Demonstrated experience in conducting research and analysis on sensitive social issues, particularly related to GBV, FGM, CEFM, or human rights, is essential. Proven expertise in using social listening tools, data analytics platforms, and qualitative/quantitative research methodologies is also required.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in a relevant field such as Information Technology, Information Systems, Computer Science, Communications, Media Studies, Social Sciences, Public Health, or Gender Studies. A first-level university degree may be accepted in combination with additional qualifying experience. This educational background is crucial for understanding the complexities of digital monitoring and analysis in the context of gender-based violence and harmful practices.

Experience:
The consultant should have at least 10 years of progressive experience in areas such as digital communications, social media analysis, and online discourse monitoring. Experience in conducting research and analysis on sensitive social issues, particularly those related to gender-based violence, female genital mutilation, and child marriage, is highly desirable. Familiarity with socio-cultural and political contexts related to pushbacks on FGM elimination is also important. Experience working with UN agencies or international development organizations will be considered an asset.

Languages:
Proficiency in English is mandatory for this position. Strong written and verbal communication skills in English are essential for effectively conveying complex information and insights. Additional language skills may be beneficial but are not specified as mandatory.

• The selected consultant will develop a work plan in consultation with the UNFPA APRO GBV team. Payment will be made in three installments upon completion and acceptance of deliverables by UNFPA APRO.
