Job Overview:
The Head of Resources Management will play a crucial role in overseeing and managing the budgetary, financial, human resources, and administrative functions of the Country Office and/or Sub-Office(s). This position requires close coordination with various stakeholders, including the Chief of Mission, Regional Resources Management Officer, and other departments within IOM. The successful candidate will be responsible for ensuring that financial resources are managed effectively and in accordance with donor agreements, while also providing support to staff in these areas. The role demands a proactive approach to financial management, including the preparation of annual budgets, monitoring of expenditures, and analysis of financial situations to ensure sustainability. The Head of Resources Management will also supervise human resources functions, procurement, and logistics services, ensuring compliance with IOM policies and regulations. This position is vital for maintaining the integrity and efficiency of the Country Office's operations, and the incumbent will be expected to represent the organization at various UN meetings and serve as Officer-in-Charge in the absence of the Chief of Mission.

Duties and Responsibilities:
The Head of Resources Management will have a comprehensive set of responsibilities, including but not limited to: supervising and leading treasury management by forecasting cash flows according to Country Office activities; monitoring and controlling funds disbursed; validating that funding is received and disbursed in accordance with donor agreements; analyzing financial projects and overseeing the budget control process; preparing annual budgets and monitoring budget control; analyzing variances between budget and actual expenditures; managing internal controls to safeguard the organization’s assets; reviewing payroll versus budgets; finalizing project and donor financial reports; managing financial expenditure and accountability; reviewing existing systems and procedures for improvements; supervising human resources functions; managing procurement and logistics services; and representing the organization at UN meetings. The incumbent will also perform other duties as assigned, demonstrating flexibility and adaptability in a dynamic work environment.

Required Qualifications:
Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution, along with seven years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with nine years of relevant professional experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Candidates should have a strong background in financial administration, including financial management, accounting, budgeting, human resources, procurement, and logistics, as well as experience with Enterprise Resource Planning (ERP) systems. Experience in emergency operations and monitoring and evaluation or audit is also beneficial.

Educational Background:
The educational background required for this position includes a Master’s degree or a University degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution. Accreditation from universities listed in the UNESCO World Higher Education Database is essential. Candidates with relevant professional experience in financial administration, human resources, and procurement will be prioritized, particularly those with additional certifications in accounting or finance.

Experience:
Candidates should have extensive experience in financial administration, including financial management, accounting, and budgeting. A minimum of seven years of relevant professional experience is required for those with a Master’s degree, while nine years is necessary for those with a University degree. Experience in human resources, procurement, and logistics is also essential, along with familiarity with Enterprise Resource Planning (ERP) systems. Experience in emergency operations and monitoring and evaluation or audit is considered an advantage, indicating a well-rounded background in various aspects of resource management.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Additionally, working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is advantageous. Proficiency in required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.
