Job Overview:
The position involves hiring an individual contractor to conduct a Technical Preliminary Study (ETP) aimed at assessing and validating the need for specialized services in Occupational Health and Quality of Life within the Human Resources Directorate of the Public Ministry of the State of Bahia (MPBA). The contractor will be responsible for analyzing institutional diagnostics and available technical documentation to inform the procurement process for these services. The role requires the contractor to develop Terms of Reference and other necessary technical documents for the bidding process. The analyses must address aspects related to the promotion, preservation, and monitoring of the health of personnel, risk mitigation, and compliance with applicable legal obligations. Additionally, the contractor will contribute to structuring an institutional model for Occupational Health and Quality of Life, defining competencies, processes, services, and management mechanisms necessary for the functioning of the responsible unit. The deliverables must adhere to the guidelines of Law No. 14.133/2021, best practices in public governance, and principles of resource rationalization.

Duties and Responsibilities:
The contractor will be responsible for the following duties and responsibilities:

• Conduct a comprehensive assessment of the current needs for Occupational Health and Quality of Life services within the MPBA.
• Develop a Technical Preliminary Study (ETP) that evaluates the necessity for specialized services based on institutional diagnostics.
• Create Terms of Reference (TR) and other technical documents required for the procurement process.
• Analyze and document the health promotion, preservation, and monitoring strategies for personnel.
• Identify and propose risk mitigation strategies related to occupational health.
• Ensure compliance with legal obligations and best practices in public governance throughout the project.
• Collaborate with stakeholders to define the institutional model for Occupational Health and Quality of Life, including competencies and processes.
• Prepare and present reports on findings and recommendations to the MPBA.
• Engage in continuous communication with the MPBA and UNDP to ensure alignment with project objectives.

Required Qualifications:
The position requires the following qualifications:

• A completed higher education degree in Administration, Public Management, Production Engineering, Psychology, Social Work, Nursing, Medicine, Public Health, or related fields compatible with the scope of the contract.
• Proven experience of at least one professional engagement in the preparation of Technical Preliminary Studies (ETP), Terms of Reference (TR), basic projects, or equivalent public procurement instruments.
• Experience in consulting related to the diagnosis, modeling, or structuring of services in the public or private sector is essential.
• Strong analytical skills and the ability to synthesize complex information into actionable recommendations.
• Excellent communication skills, both written and verbal, in Portuguese.

Educational Background:
Candidates must possess a higher education degree in relevant fields such as Administration, Public Management, Production Engineering, Psychology, Social Work, Nursing, Medicine, Public Health, or other related areas that align with the objectives of the contract. This educational background is crucial for understanding the complexities of Occupational Health and Quality of Life services and for effectively contributing to the development of the necessary technical documents and analyses.

Experience:
The ideal candidate should have a minimum of one year of professional experience in roles that involve the preparation of Technical Preliminary Studies (ETP), Terms of Reference (TR), or similar public procurement documents. Experience in consulting for the public or private sector, particularly in areas related to health services, is highly desirable. The candidate should demonstrate a track record of successfully managing projects that require analytical skills and the ability to work collaboratively with various stakeholders.

Languages:
Fluency in Portuguese is mandatory for this position, as all documentation and communication will be conducted in this language. Proficiency in English is considered an asset, as it may facilitate access to additional resources and collaboration with international stakeholders.

Additional Notes:
This contract is expected to last for a period of 90 days. The position is classified as an individual contractor role, which means it is not a full-time employment position but rather a temporary engagement. The contractor will be compensated through bank transfer upon acceptance of deliverables by UNDP.
