Job Overview:
The Program Officer II, Management & Operations (PO-II, M&O) plays a crucial role in supporting the global project management and operations team for a significant United States Government (USG)-funded global health initiative. Reporting to the Associate Director of M&O, the PO-II is tasked with providing comprehensive programmatic, operational, and administrative support to ensure the effective functioning of the global operations team. This position emphasizes cross-cutting management tasks at the headquarters level, collaborating closely with project leadership and backstopping teams to facilitate seamless core operations. The PO-II is responsible for ensuring compliance with both internal and external regulations, maintaining project trackers, and supporting the coordination of project contractual deliverables, workplans, and no-cost extensions submitted to the client. Additionally, the role may involve program management support for select core-funded activities, and while it is not primarily focused on country-specific support, there may be opportunities to assist country teams as needed.

Duties and Responsibilities:
The duties and responsibilities of the Program Officer II include providing programmatic management support by preparing presentations and coordinating routine project meetings and webinars. This involves sending out invitations, collaboratively developing agendas, and collecting presentations. The PO-II may draft and review sub-award packages, ensuring they are complete before submission for approval. They will also support the processing of payments for HQ-paid subawards and purchase orders, liaising with subcontractors and vendors to facilitate communication related to task completion and planning. The role requires the preparation and submission of monthly FFATA reports to Contract Management Services on behalf of the project, as well as reviewing expense reports and invoices prior to management approval. The PO-II will coordinate the provision of technical and strategic information and management support to established programs, including managing the employee and consultant hiring process, which encompasses recruitment, interviewing, and the development of scopes of work and RFA/RFQ/RFPs. They will serve as the project’s HQ “onboarding champion,” providing coordination and orientation for new HQ staff. Additionally, the PO-II will maintain and update project tracking sheets for contractual deliverables and project files, assist in ensuring appropriate use of the document management site by the project team, and may serve as a mentor to other team members.

Required Qualifications:
Candidates must possess a full understanding of project and project management concepts and practices, along with a basic knowledge of global health programming. They should have task-level knowledge and a working understanding of concepts, practices, and procedures related to project design. Excellent oral and written communication skills are essential, as well as strong project management skills. The ability to problem-solve and implement corrective actions as needed is crucial, along with the capability to prepare reports and provide timely information to management. Candidates should be articulate, professional, and able to communicate clearly and positively with funders and staff.

Educational Background:
A Bachelor's Degree or its international equivalent in fields such as Communication and Social Marketing, Economic Development, Education, Health, Nutrition, Research, Technology, Youth, or related fields is required. A project management certification is preferred, indicating a formal recognition of the candidate's skills in managing projects effectively.

Experience:
Candidates should have a minimum of 4 years of relevant experience with project management principles and practices. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is essential. Experience in international or domestic program development or program management is preferred, particularly with USG-funded projects.

Languages:
Fluency in English is required, and proficiency in a second language such as French, Spanish, Portuguese, Arabic, or Russian is considered an added advantage, enhancing the candidate's ability to communicate in diverse environments.

Additional Notes:
This position is contingent on donor funding and is based in a typical office environment. The role requires the ability to spend long hours looking at a computer screen and performing repetitive tasks on a keyboard. The expected US-based hiring salary range for this role is between USD 64,000 and 74,000 annually, with compensation determined by various factors including relevant experience and education.
