Job Overview:
The WASH officer is tasked with coordinating and implementing WASH projects in the field, ensuring adherence to cluster standards and organizational guidelines. This role requires close collaboration with affected communities, local authorities, and partner organizations to design, plan, and manage WASH interventions that address the needs of displaced populations. The WASH officer will undertake technical and operational tasks to ensure the smooth and efficient operation of WASH activities, maintaining compliance with DRC's WASH Standard Operating Procedures (SOPs). The position also involves developing and implementing a durable and accountable WASH program, ensuring that interventions are effective and measurable in the areas where DRC operates. The WASH officer will be based in the field to oversee WASH tasks, provide mentoring, and ensure that activities are executed as planned.
Duties and Responsibilities:
The WASH officer will be responsible for a variety of duties including planning, implementing, and monitoring emergency WASH interventions in targeted communities and health facilities. They will supervise the rehabilitation and maintenance of emergency sanitation facilities, coordinate the distribution of WASH kits, and ensure timely implementation of environmental sanitation activities in cholera hotspot communities. The officer will also be responsible for archiving WASH records, ensuring efficient program implementation, and participating in the preparation of monthly, quarterly, and annual reports. Mobilizing beneficiary communities to maintain established WASH resources, providing training and capacity building for water committees, and offering technical leadership for community-based mechanisms are also key responsibilities. The officer will collaborate with internal and external technical experts, represent DRC at relevant meetings, and ensure integration of WASH activities with other sectors. They will monitor and evaluate WASH projects, ensure quality control, and assist in developing procurement plans and distribution strategies. Additionally, the officer will support the development and implementation of project monitoring and evaluation plans, providing feedback on project delivery and contributing to the development of DRC's WASH strategy in Nigeria.
Required Qualifications:
Candidates must possess at least 3 years of experience in implementing and evaluating WASH and civil infrastructure projects. A strong knowledge of WASH approaches and Sphere standards is essential, along with good IT skills, particularly in MS Office. Familiarity with AutoCAD or similar design software is also required. Knowledge of the humanitarian context in Sokoto and Northwest Nigeria is important. Desirable qualifications include experience in project planning and management, particularly in emergency response with NGOs, and fluency in written and spoken English. Candidates should also have fluency in local languages, with Hausa and Kanuri being mandatory.
Educational Background:
A Bachelor’s Degree in Civil or Water Engineering or Architecture from a recognized institution is required. A degree in Engineering or a related field with relevant work experience is desirable.
Experience:
The position requires a minimum of 3 years of relevant experience in WASH and civil infrastructure projects, with a strong emphasis on emergency response and humanitarian contexts. Candidates should demonstrate a proven track record in project implementation and evaluation.
Languages:
Fluency in written and spoken English is mandatory. Additionally, fluency in local languages, specifically Hausa and Kanuri, is required for effective communication within the communities served.
Additional Notes:
The contract duration for this position is 2 months, and it is classified as a national contract. The level of the position is NM - H, Step 1, with an expected start date as soon as possible. Employees are required to adhere to DRC's safety, confidentiality, and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework. Employees must not engage in any other paid activities during the contract period without prior authorization and should not engage in activities that could harm DRC or its projects.
