Job Overview:
The Monitoring and Evaluation Officer will operate under the overall supervision of the Chief of Mission in Syria and the direct supervision of the Project Development and Reporting Officer. This role involves supporting all aspects of project/programme/strategy Monitoring and Evaluation (M&E). The officer will be responsible for developing and implementing an M&E system to enhance monitoring and evaluation activities, data collection, analysis, and reporting. The position requires collaboration with various stakeholders, including Programme Managers, the Head of Operations, and the Information Management Unit, to maintain and adjust the M&E framework. The officer will prepare regular project reviews, impact assessments, and evaluations while ensuring compliance with donor and UN requirements. The role also includes supervising M&E support activities assigned to other staff, ensuring comprehensive coverage of M&E activities throughout project implementation, and facilitating learning and continuous improvement based on M&E findings.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Officer include:

• Supporting the development and implementation of the M&E system for projects/programmes/strategies.
• Preparing monthly, quarterly, and annual project reviews and evaluations.
• Supervising M&E activities assigned to other staff members.
• Ensuring compliance with donor and UN requirements in M&E arrangements.
• Collaborating with IOM units and partners for quantitative and qualitative monitoring.
• Drafting regular monitoring reports for stakeholders.
• Coordinating the identification of key performance indicators for monitoring and evaluation.
• Designing performance report formats in line with M&E guidelines.
• Participating in the selection and monitoring of Implementing Partners for surveys and studies. 1
• Strengthening the capacity of IOM staff and partners in M&E activities through training and mentoring. 1
• Reviewing existing social and economic data for project monitoring. 1
• Undertaking regular field travel to support M&E implementation. 1
• Participating in project development in line with IOM strategies. 1
• Keeping abreast of developments in IOM’s M&E functions and ensuring compliance with institutional requirements.

Required Qualifications:
The required qualifications for the Monitoring and Evaluation Officer position include:

• A Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field from an accredited institution, with two years of relevant professional experience; or a University degree in the same fields with four years of relevant professional experience.
• Experience in project/strategy conceptualization, development, monitoring, reporting, and evaluation.
• Experience in capacity-building activities, including training design and delivery.
• Experience in liaising with governmental and diplomatic authorities and national/international institutions.
• Experience in organizing consultations, workshops, and seminars with high-level stakeholders.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields with additional years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they possess a University degree. Candidates should have experience in project/strategy conceptualization, development, monitoring, reporting, and evaluation, as well as experience in capacity-building activities and liaising with governmental and diplomatic authorities.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of Arabic and another official UN language (Chinese, French, Russian, or Spanish) is considered an advantage. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The position is subject to international recruitment policies, and candidates are expected to be mobile.
