Job Overview:
The Finance Officer position at DRC is a critical role that encompasses a wide range of financial responsibilities aimed at ensuring the smooth operation of financial functions within the organization. The primary focus of this role is to manage daily accounting tasks, coordinate financial functions, and ensure compliance with both internal procedures and donor regulations. The Finance Officer will serve as the main point of contact for implementing partners, providing essential financial technical advice, capacity building, compliance checks, and support during audits. This position requires a proactive approach to financial management, ensuring that all financial transactions are processed accurately and in a timely manner, while also supporting the financial capacity of partner organizations. The Finance Officer will play a key role in maintaining financial integrity and accountability within the organization and its partners, contributing to the overall mission of DRC.

Duties and Responsibilities:
The Finance Officer will be responsible for a comprehensive set of duties that include managing financial payments and treasury functions, ensuring timely processing of payments in accordance with internal checklists, national tax laws, and donor regulations. The officer will maintain and update payment trackers and initiate monthly cash transfer requests while ensuring sufficient cash balances are maintained. Additionally, the Finance Officer will handle financial accounting tasks, including updating cashbooks daily, uploading financial entries into the Dynamics ERP system, completing monthly bank reconciliations, and assisting with financial closings and audit documentation. The role also involves coordination and field support, requiring the officer to liaise with program and support teams, conduct field monitoring, and support program teams during cash payments to beneficiaries. Furthermore, the Finance Officer will provide technical support and capacity building to implementing partner finance teams, design financial reporting tools, and conduct training sessions. The officer will also be responsible for partner financial management, budgetary control, compliance checks, and audit support, ensuring that partners adhere to statutory obligations and maintain accurate financial records. Regular meetings with budget holders and partners will be held to review financial performance and address any variances or corrective actions needed.

Required Qualifications:
Candidates applying for the Finance Officer position must possess a university degree in Finance, Accounting, Business Administration, or an equivalent professional qualification. A minimum of 2 years of relevant work experience in the financial or accounting field is required. Additionally, candidates should have certification in LCCI Level I, II, or III. Proficiency in English and Myanmar languages, both written and oral, is mandatory. Advanced skills in Excel are essential, while basic proficiency in PowerPoint and Word is also required. Experience working in non-governmental organizations (NGOs) is highly desirable, as it demonstrates familiarity with the unique financial challenges and requirements of the sector.

Educational Background:
The educational background required for the Finance Officer position includes a university degree in Finance, Accounting, Business Administration, or a related field. Candidates with equivalent professional qualifications will also be considered. Additional Notes:
The Finance Officer position is offered as a DRC Regular contract, which includes a 3-month probation period. The contract is renewable based on funding availability and performance evaluations. The salary and conditions of employment will align with DRC’s Terms of Employment, and the position is classified within Employment Band H, which is a non-management level.
