Job Overview:
The position of Strategic Foresight and Programme Planning Analyst consultant is crucial for the UNFPA Kenya Country Office as it embarks on the design and formulation of its 11th Country Programme Document (CPD) for the period 2027-203

• The consultant will integrate strategic foresight analysis into the programme design, focusing on key areas such as Sexual and Reproductive Health and Rights (SRHR), Adolescents and Youth (A&Y), Gender-Based Violence (GBV), and Female Genital Mutilation (FGM). The role requires a forward-looking and evidence-driven approach to navigate emerging socio-economic, technological, and environmental shifts. The consultant will work closely with the UNFPA Deputy Representative and the Population Data Specialist, providing technical and programmatic support for the implementation of UNFPA activities in population and development. This includes conducting thematic reviews, stakeholder consultations, and leveraging past evaluations to inform the programme's strategic direction.

Duties and Responsibilities:
The consultant will be responsible for a comprehensive set of tasks, including:

• Conducting the collection, consolidation, and uploading of signals into the Signal Scanner platform, ensuring continuous review and validation of these signals.
• Supporting multi-dimensional strategic foresight analysis to identify emerging megatrends and uncertainties impacting key areas such as adolescents, youth, SRHR, and harmful practices in Kenya.
• Developing scenario-building profiles that outline future paths regarding SRHR outcomes and youth development across different Kenyan counties over the next 15 years.
• Extracting, cleaning, and synthesizing quantitative and qualitative data from various sources to inform the UN Country Analysis and Future Trends Analysis.
• Conducting meta-analyses of past Country Programme Evaluations and thematic evaluations to distill lessons learned and inform the strategic shifts for the 11th CPD.
• Supporting logistical tracking for CPD development workshops and facilitating strategic consultation meetings to build consensus on geographic targeting and priority interventions.
• Drafting high-quality technical position papers and narrative components of the 11th CPD and CA, adhering to UNFPA corporate formatting guidelines.

Required Qualifications:
Candidates must possess an advanced degree in fields such as Population Studies, Demography, Data Science, Economics, Development Studies, Statistics, Sociology, or a related field. Additionally, a minimum of 2 years of experience in programme planning and strategic foresight analysis is required. Candidates should demonstrate experience in applying foresight methodologies, thematic research, data mining, and programme monitoring and evaluation. Knowledge of the national context and UN landscape in Kenya regarding population and development, SRHR, and GBV is essential. Proven experience in partnership with government institutions, development partners, and civil society organizations is also necessary, along with strong analytical and organizational skills.

Educational Background:
An advanced degree in Population Studies, Demography, Data Science, Economics, Development Studies, Statistics, Sociology, or a related field is required for this position. This educational background is crucial for understanding the complexities of population dynamics and the socio-economic factors that influence sexual and reproductive health and rights.

Experience:
The position requires a minimum of 2 years of relevant experience in programme planning and strategic foresight analysis. Candidates should have demonstrated experience in applying foresight methodologies and thematic research, as well as data mining and analysis. Familiarity with the national context in Kenya regarding population and development issues, particularly in relation to SRHR and GBV, is highly desirable. Experience working with government institutions and development partners is also important.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the Kenyan context or the populations served by UNFPA.

Additional Notes:
The consultancy is limited to four months, from September to December 2026, with a hybrid work setup. The consultant will have a desk space at the UNFPA Kenya Country Office for critical office work and meetings. Payment will be made monthly based on the completion of agreed milestones.
