Chief Security Officer

Job Posting Organization:
The position is located within the United Nations Support Office in Haiti (UNSOH), which was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. UNSOH is also tasked with delivering technical assistance to the Organization of American States (OAS). The organization operates in Haiti and is focused on ensuring the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of its personnel while enabling effective operations in the field mission. The UNSOH is under the direction of the Under-Secretary-General for Safety and Security and the Designated Official (DO).

Job Overview:
The Chief Security Officer (CSO) will undertake all security management functions for UNSOH in relation to the United Nations Security Management System. The CSO is responsible for executing security responsibilities to facilitate the delivery of UNSOH's mandate while ensuring the safety and security of UNSOH personnel. This includes budget preparation related to security, recruitment and performance management of security personnel, and serving as the primary security adviser on all aspects of safety and security management. The CSO will also oversee the collection and analysis of security information, ensuring that security considerations are integrated into mission planning and operations. The role requires establishing a 24-hour Emergency Response System and coordinating with UN agencies in the area of responsibility. The CSO will also be responsible for conducting security assessments and ensuring compliance with security policies and procedures.

Duties and Responsibilities:
The Chief Security Officer will perform a comprehensive set of duties including: managing all security functions for UNSOH, preparing the security component of the mission's budget, overseeing recruitment and performance management of security personnel, identifying training needs, serving as the primary security adviser, applying UN Security Management System policies, supervising all units within the Security Section, participating in the Security Coordination Cell, assisting with threat and risk assessments, overseeing security information collection and analysis, ensuring integration of security considerations into mission programs, establishing a 24-hour Emergency Response System, conducting security surveys, monitoring physical security measures, maintaining dialogue with local authorities and international organizations, overseeing emergency communications systems, conducting investigations related to staff incidents, directing security training programs, and supporting VIP visits.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s Degree or equivalent) in political/social science, international relations, law enforcement, or business management with a focus on security management. A first-level university degree with relevant experience may be accepted in lieu of an advanced degree. Additional certifications in security fields are desirable, including UN Department of Safety and Security certifications.

Educational Background:
An advanced university degree (Master’s Degree or equivalent) is required, preferably in political/social science, international relations, law enforcement, or business management with a focus on security management. A first-level university degree with relevant experience may be accepted in lieu of an advanced degree. Graduates of Police/Military War Colleges and Senior Staff Colleges may also be considered.

Experience:
A minimum of ten years of relevant professional experience is required, with at least five years in a command or leadership position. Candidates should have proven experience in managing crisis situations and a minimum of five years’ experience in the United Nations security management system, including at least three years in a special political mission or peacekeeping mission. Comprehensive knowledge of UN security policies and procedures is essential.

Languages:
English is required for this position, with a minimum proficiency of UN Level II in reading, writing, listening, and speaking. French is desirable, also requiring a minimum proficiency of UN Level II in all language skills.

This position is subject to the authority of the Secretary-General and may require periodic movement to new functions in different duty stations.
