Job Overview:
As a member of the Country Program (CP) Senior Management Team, the Head of Programming I will provide strategic direction, leadership, and management of the CP’s programming. This role is crucial for ensuring the establishment and successful implementation of high-quality programs that serve the poor and vulnerable populations. The individual in this position will leverage their leadership and management skills to ensure that the CP delivers impactful programming while continuously seeking to improve its effectiveness. Additionally, the Head of Programming I will proactively manage security" style="border-bottom: 1px dotted #007bff !important;">security and mitigate risks associated with the program's operations. This position requires a strong focus on strategic planning, resource mobilization, and the integration of various program interventions to enhance overall efficiency and effectiveness.
Duties and Responsibilities:
The Head of Programming I will collaborate with the Country Representative to provide strategic direction for the design of the CP's strategic frameworks and plans. This includes developing resource mobilization strategies that align with regional and agency priorities. The individual will lead high-quality project design, ensuring adherence to project management standards and MEAL (Monitoring, Evaluation, Accountability, and Learning) methods. Responsibilities also include coordinating planning activities across various projects to ensure integration and efficiency. The Head of Programming I will effectively manage talent, supervise staff, and promote team dynamics and well-being. This includes providing coaching, developing individual development plans, and conducting performance assessments for direct reports. The role involves contributing to staffing plans and recruitment processes for senior project staff, creating a conducive learning environment, and promoting accountability and knowledge management. The individual will coordinate with operations leads to ensure appropriate project budgeting and stewardship of resources, oversee the business development cycle, and ensure quality proposals are developed in line with agency and donor standards. Additionally, the Head of Programming I will identify and strengthen partnerships, provide technical assistance and capacity strengthening for project teams, and develop and deliver training opportunities.
Required Qualifications:
Candidates must possess a Bachelor's Degree in International Development, International Relations, or a relevant field. A minimum of 5-8 years of relevant field-based program management experience is required, including at least 2 years in a senior management role. Applicants should have experience in developing successful proposals, reports, strategic alliances, project design, management, and monitoring and evaluation. Experience in partner capacity strengthening, staff development, training, mentoring, and team building is essential. Familiarity with community development and project grants management, particularly for projects funded by multiple public donors, is also required. Experience with business development activities capturing public and/or private donor funding is preferred.
Educational Background:
The educational background required for this position includes a Bachelor's Degree in International Development, International Relations, or a related field. This foundational education is critical for understanding the complexities of program management and development work in diverse contexts.
Experience:
The position requires a significant level of experience, specifically a minimum of 5-8 years in relevant field-based program management. This includes at least 2 years of senior management experience, demonstrating the ability to lead teams and manage complex projects effectively. Languages:
