Job Overview:
The Regional coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator will be responsible for the effective functioning of the Regional Coordination Unit (RCU) in Baku, Azerbaijan, and the delivery of agreed project outputs. This includes overseeing regional assessments, cooperation frameworks, capacity-building activities, technical meetings, reporting products, and knowledge-sharing activities. The role is critical in supporting the Blueing the Caspian Sea project, which aims to enhance regional cooperation on pollution prevention, biodiversity conservation, and sustainable development in the Caspian Sea region. The coordinator will work closely with the Tehran Convention Secretariat and other project partners to ensure alignment with the Convention's objectives and protocols, facilitating cooperation among participating countries and ensuring timely delivery of project outputs.

Duties and Responsibilities:
The duties and responsibilities of the Regional Technical Coordinator include:

• Overall responsibility for all technical activities and outputs of Component 3 of the project.
• Coordination with Implementing Agencies and relevant GEF projects.
• Development of technical Terms of Reference (ToRs) for specific deliverables according to the work plan.
• Development of the Communication Strategy for the project.
• Coordination of project activities related to the CEIC with TCIS.
• Review of technical outputs for regional assessments and cooperation frameworks.
• Coordination of capacity-building activities.
• Review of knowledge management outputs prior to publication.
• Leading consultation events with project stakeholders. 1
• Organizing regional training events and industry sectoral roundtables. 1
• Overseeing program results and managing regional contracts. 1
• Preparation of procurement plans and terms of reference. 1
• Maintenance of records of all project-related documentation. 1
• Monitoring and planning implementation of knowledge management and stakeholder engagement plans. 1
• Supporting the preparation of project completion reports and annual co-financing reports. 1
• Reporting progress and expenditures as per project budget and workplans.

Required Qualifications:
The position requires an advanced university degree, preferably at the master’s level, in environmental management, environmental policy, international relations, sustainable development, or a related field. A first-level university degree combined with additional qualifying experience may be accepted in lieu of the advanced degree. Additionally, a minimum of seven years of progressively responsible professional experience in regional cooperation, project management, environmental governance, or comparable development work is required. Experience in coordinating large-scale projects, including the development of workplans, budgets, and procurement plans, is essential. Familiarity with regional cooperation activities, particularly in marine and coastal environments, transboundary waters, pollution control, biodiversity conservation, or climate resilience, is desirable. Experience working with international organizations, government institutions, and intergovernmental processes is also preferred.

Educational Background:
Candidates must possess an advanced university degree, ideally at the master’s level, in fields such as environmental management, environmental policy, international relations, sustainable development, or a related discipline. In cases where candidates hold a first-level university degree, they must also have additional qualifying experience that compensates for the lack of an advanced degree.

Experience:
The position requires a minimum of seven years of progressively responsible professional experience in relevant fields such as regional cooperation, project management, and environmental governance. Candidates should have experience in coordinating large-scale projects, including the development of workplans, budgets, and procurement plans. Experience in managing regional cooperation activities, particularly in the context of marine and coastal environments, pollution control, biodiversity conservation, or climate resilience, is highly desirable. Additionally, experience working with international organizations and government institutions is beneficial.

Languages:
Fluency in both written and oral English is mandatory for this position. Knowledge of Russian is considered desirable, as it may facilitate communication and collaboration with regional stakeholders and partners.
