It serves as the world’s largest dedicated climate fund, with a mission to finance transformative climate projects across developing countries. Over the past decade, GCF has financed projects amounting to over USD 19 billion across more than 330 projects in over 130 countries, demonstrating the significant impact that strategic climate finance can achieve. As GCF aims to scale its operations towards a vision of becoming a USD 50 billion fund by 2030, strengthening national capacities remains central to its mission. GCF mobilizes public and private sector investments through diverse financing instruments, equipping developing countries with the necessary resources, skills, and capacities to effectively secure and manage climate financing through its Readiness and Preparatory Support Programme. The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme, embedding GCF Liaison Officers within National Designated Authorities (NDAs) or other relevant agencies designated by countries, to ensure effective engagement with GCF and facilitate enhanced access to climate finance for national climate objectives.

Job Overview:
The GCF Liaison Officer will serve as the primary liaison between the GCF Secretariat and Uzbekistan, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role involves close coordination with stakeholders relevant to GCF activities in the country, ensuring seamless execution of country programming, accreditation, readiness support conceptualization, oversight, project preparation, implementation, and other related activities. The officer will be at the forefront of accelerating climate action in Uzbekistan, bridging GCF and national institutions to unlock transformative climate investments. The objectives of this role include enhancing the capacity of the NDA and relevant agencies to plan, develop, and implement climate change adaptation and mitigation concept notes and funding proposals, supporting the NDA in developing and implementing GCF country programmes, and facilitating knowledge transfer and skill development among local stakeholders and communities.

Duties and Responsibilities:
The GCF Liaison Officer will carry out a comprehensive set of responsibilities, including: supporting the development of Uzbekistan's country programme with GCF, assisting the NDA in coordinating consultative processes to identify key areas for results related to the implementation of Nationally Determined Contributions (NDCs), and developing project/programme ideas; identifying potential partners for the implementation of the Country Programme; developing and reviewing country programme drafts in collaboration with the NDA and GCF Secretariat teams; facilitating the implementation of the country programme, including annual reporting and identifying challenges and opportunities; engaging with the NDA to co-develop draft Terms of Reference (TOR) for readiness support; facilitating stakeholder engagement through transparent communication with relevant country stakeholders; completing the Financial Management Capacity Assessment (FMCA) form as required; supporting the NDA with adaptive management requests; contributing to midterm reviews of readiness activities; and assisting in the development of project ideas, concept notes, and funding proposals for both public and private sectors, ensuring effective stakeholder discussions throughout the project cycle stages.

Required Qualifications:
Candidates must possess a university-level degree in climate change/environmental science, climate economics/finance, engineering, project finance, or a closely related discipline. Additionally, they should have at least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation. Proven experience in institutional strengthening and capacity-building within developing economies is essential, as is at least five years of experience in successfully developing climate change investment proposals. Candidates should also have experience addressing climate change issues in Uzbekistan, demonstrating a deep understanding of the local context and challenges. Strong interpersonal skills and the ability to coordinate and engage with multiple stakeholders are crucial, along with excellent communication skills, both written and oral, complemented by outstanding presentation abilities. Familiarity with GCF operational mechanisms and funding modalities will be an asset.

Educational Background:
The educational background required for this position includes a university-level degree in fields related to climate change, environmental science, climate economics, finance, engineering, or project finance. This educational foundation is critical for understanding the complexities of climate finance and the necessary skills to engage effectively with various stakeholders in the climate action landscape.

Experience:
The position requires a minimum of eight years of relevant experience in the public and/or private sector, with a strong emphasis on climate investment and financing initiatives. Candidates should have a proven track record in institutional strengthening and capacity-building, particularly within developing economies, and at least five years of experience in developing climate change investment proposals. Experience in addressing climate change issues specifically in Uzbekistan is highly desirable, as it provides essential context for the role.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the GCF and for reporting purposes. Proficiency in the official language(s) of Uzbekistan or other United Nations languages is highly desirable, as it enhances the ability to engage with local stakeholders and facilitates effective communication.

Additional Notes:
The GCF Liaison Officer will be based in Tashkent, Uzbekistan, within the NDA offices, and will report directly to Uzbekistan’s NDA while coordinating closely with the GCF Secretariat Sub-Regional Lead. The closing date for applications is set for 03 September 2026, at 23:59 Korea Standard Time (KST). Applications submitted after this date may not be considered. The initial assignment is for a maximum of 180 working days over a period of 11 months and 29 days, with the possibility of extension based on annual performance evaluation and continued need and available funding. Experts are expected to compile quarterly reports detailing activities conducted and results achieved, which will be shared with the NDA and GCF Secretariat. Preference will be given to nationals or residents of Uzbekistan for this position, and applications are required to be submitted in English. • Although the position is currently labeled as remote, it is not intended to be remote-based and requires in-person presence in Tashkent. If a civil servant or government employee is selected, the NDA must provide written confirmation that the individual will be on leave without pay and relieved of all official duties for the duration of the placement, and the expert must not receive any salary, allowances, or benefits from their public institution during the placement period to avoid duplication of remuneration. The selected expert must fully comply with the contractual obligation to avoid any conflict of interest while carrying out the responsibilities outlined in the placement Terms of Reference.
